MINUTES <br />CITY COUNCIL <br />FEBRUARY 23, 2004 <br />Wesch asked if there would be an additional cost to property owners at the <br />time the watermain is looped. The City Administrator replied that there <br />would be no further assessment to the property owners. The cost of <br />looping the line would be paid from the City's Water & Sewer Capital <br />Replacement Fund. <br />Welch expressed concern about the water system if it is not looped. He <br />indicated that he has been informed that a fire truck can such an 8-inch <br />waterline dry. Therefore, the City will still need to bring a tanker truck <br />into the area to fight fires. Welch reported that he was informed there <br />would need to be a hydrant at the end of the water Tine and that the line <br />would have to be frequently flushed in order to have good water quality. <br />Wesch was informed that there would be a hydrant at the end of the water <br />line and that the line would be flushed. Fahey indicated that the average <br />house fire required less than 300 gallons of water to put out. Therefore, he <br />did not thiul< an 8-inch line will be an issue for the Fire DepaiYment. <br />Wesch asked what the advantage was to having the watermain. Wesch <br />felt the cost was high to the property owners for a watermain that would <br />not be of great benefiC. Wesch pointed out that the property owners have <br />well water now, and the proposed watennaiu improvement would bring <br />well water from Vadnais Heights. <br />Fahey stated that the watermain should be put in if the City decides to <br />proceed with the street project. He indicated that it made no sense to <br />reconstruct the street only to have to rip it up later to install a watermain. <br />.Fahey noted that the project has been delayed in the past because of water <br />quality concerns with Vadnais Heights' water. It appears that those <br />concerns have now been alleviated. <br />Wesch felt there was no reason to proceed with the watermain if it cannot <br />be looped at this time. <br />A property owner suggested that the City's survey results on the <br />improvement were not an adequate assessment of property owners' <br />feelings given that 71 surveys were mailed and only 3'1 responses were <br />received. The property owner noted the short timeframe for responding to <br />the survey and indicated that he was out of town and, therefore, unable to <br />respond in the designated timeframe. The property owner also indicated <br />that 48% of those responding to the survey preferred Little Canada water <br />to Vadnais Heights' water, with the property owner's estimation that only <br />36% preferred Vadnais water. The property owner felt the primary issue <br />was whether there was any advantage to having a water system installed at <br />
