MINUTES <br />CITY COUNCIL <br />FEBRUARY 23, 2004 <br />way traffic. The Engineer also pointed out that there will be a period of <br />five days when concrete is curing that vehicles could not be driven over <br />the concrete cLirb and gutter, including driveway accesses. The Engineer <br />also noted the City's preference for hydro seeding boulevard areas as it is <br />felt that the final project is superior to that of sodding. <br />The Engineer reviewed the preliminary assessment roll for the project as <br />well as assessment details. Property owners will have 30 days after <br />adoption of the assessment roll to pay their assessment in either full or part <br />with no interest. After that time, the assessment is certified to the County <br />for collection with property taxes. The City typically spreads assessments <br />over a 10-year period at an interest rate somewhat higher than it can sell <br />bonds for at that time. Even after ce~t~ification to the County, property <br />owners can pay off their assessment in full any time during the ten-year <br />period. <br />Scott Wesch, 284 Twin Lake Trail, asked where the watermain would end <br />and where it would be located in relationship to the road pavement. The <br />City Engineer replied that the exact ending location has not been <br />determined yet, however, it is likely to end slightly beyond the Twin Lake <br />Trail cul-de-sac. The watermain will be under the paved surface of the <br />road. <br />Wesch expressed concern about the ability of property owners to access <br />their homes at the time the watermain is being constructed given that the <br />main would be buried in a 7 Yz foot deep ditch and the resulting need for <br />storage of dirt. The City Engineer reported that the design details have not <br />been worked out as yet, but contract documents would require the <br />contractor to provide access. The details of how the access is provided <br />would be up to the contractor. The Engineer noted that the Twin Lake <br />Trail right-of--way is 60 feet wide, therefore, there would be room for <br />materials storage. <br />A property owner asked about the looping of the watermain. The City <br />Administrator replied that ultimately the watermain would be looped, but <br />Vadnais T-Ieights is not ready at this time to provide the loop. <br />Wesch asked if the watermain would be looped to Centerville Road <br />through the Collova property. Wesch noted that Vadnais Heights just <br />reconstructed Centerville Road and provided no watermain to that area. <br />Therefore, it is unlikely that the Twin Lake area watermain could be <br />looped via that route for the next 10 to 15 yews. The City Administrator <br />stated that Vadnais Heights has not made a decision on the specifics for <br />looping the line. <br />4 <br />
