MINUTES <br />CITY COUNCIL <br />TEBRUARY 23, 2004 <br />Wesch suggested that the City just proceed with the street improvement. <br />The Administrator noted that most of the property owners that responded <br />to the survey support the street improvement. <br />N(artin suggested that the corners on Twin Lake Road will be very <br />difficult to maneuver through while a street project is going on, especially <br />if school buses are coming and going. The City Administrator indicated <br />that one option would be to delay construction wrti( school is out. The <br />Administrator indicated that the worst time will be during the watermain <br />construction. However, the contractor will be required to leave one lane <br />open at all times. The City Engineer agreed that the reality of construction <br />of a project of this nature will be that it will be difficult to get in and out of <br />the area. <br />A property owner asked the timefi'ame for the Hamel CourC development. <br />The City Administrator indicated that the developer would like to begin <br />the project soon, however, exact timing is unknown at this time. Should <br />both projects proceed this year, there will have to be coordination done <br />between the two projects. <br />Fahey noted that if Little Canada water is brought into The area, property <br />owners would be paying Little Canada for water usage. The City <br />Administrator pointed out that these payments would not offset the cost of <br />looping the watermain under the freeway system. <br />Todd Sommer suggested that the City pick up half the cost of bringing <br />Little Canada watermain under the freeway. The City Administrator did <br />not feel it was fair to charge the other taxpayers in the City this cost. <br />Fahey pointed out that some of the frustration is the dependence on <br />another city. Fahey stated that he did not like that and felt that Little <br />Canada should be in control of its own destiny. <br />The City Administrator noted that eventually Vadnais Heights wants to <br />extend watermain to the Five Star Mobilehome Park and that is why they <br />are proposing a 12-inch watermain- Fahey asked if Vadnais Heights <br />would want to connect to Little Canada watermain if it is extended into the <br />Twin Lake area. The City Administrator indicated that he has not asked <br />Vadnais Heights that question. <br />Fahey pointed out that there are other unique areas of the City, such as the <br />Viking Drive area, where the generai City costs were higher. The City <br />Administrator indicated that the cost allocation proposed for bringing <br />Vadnais Heights' water to the Twin Lake area is almost the equivalent of <br />
