MINUTES <br />CITY COUNCIL <br />FEBRUARY 23, 2004 <br />what has been done for single-frontage streets. To bring Little Canada <br />watermain to the area generates additional costs over that. <br />Fahey asked if extending Little Canada watermain under the freeway <br />would allow for the looping of the watermain. The City Engineer reported <br />that it would for the most part. There would be a short section along Twin <br />Lalre Blvd. that would be a dead-end line. <br />A property owner asked if the project could be coordinated with the <br />Unweave the Weave project to reduce costs. The City Administrator <br />replied that that has already been factored into the $150,000 to $200,000 <br />estimate. <br />A property owner pointed out that looping the watermain resolves the <br />water quality concerns. The City Administrator asked what the water <br />quality concerns are given that Vadnais Heights has improved its water <br />quality since it took one well out of service. <br />The property owner reported that he has relatives that live on Centerville <br />Road and the quality of water they receive from Vadnais Heights is very <br />poor even since the one well was talceu out of service. The City <br />Administrator repa~ted that the data he has indicates that softened Vadnais <br />Heights' water is equal iu quality to St. Paul water. <br />Sommers agreed that improving the street and installing watermain at the <br />same time minimizes the impact on the property owners. However, he felt <br />the project should be delayed until all the questions were answered. <br />Sommers asked about storm water assessments. The City Administrator <br />reported that Little Canada does not assess for the cost of these <br />improvements. Sommers expressed concern that run-off from Twin Lake <br />Trail was not being directed into the freeway system. The City Engineer <br />pointed out that most of the run-off from the Twin Lake area would be <br />directed into the freeway system..However, there are two low points on <br />Twin Lal<e Trail that are lower thtu~ the freeway elevation, and there is no <br />way to get that run-offinto the freeway system. <br />Fahey asked if the City had adequate funds to pay for the freeway <br />crossing. ']'he City Administrator indicated that the funding would come <br />from the Water & Sewer Capital Replacement Fund. Fahey stated that he <br />supported a cost sharing between the City and the benefiting property <br />owners for bringing the watermain from Little Canada. Fahey stated that <br />he did not want to be beholden to Vadnais Heights on this matter, and <br />noted that it has been a couple of years already with no indication from <br />them as to when the Vadnais Heights' watermain could be looped. Fahey <br />felt that there were other things that the City does that benefit particular <br />9 <br />
