MINUTES <br />CITY COUNCIL <br />FEBRUARY 11, 2004 <br />CONSENT Mr. Montour introduced the following resolution and moved its adoption: <br />AGENDA <br />RESOLUTION NO. 2004-2-29 -REMOVING THE RENEWAL OF <br />GAMI3L INC, 77CENSE AND PREMISES PERMIT FOR <br />MILLENNIUM CHARITY PI. US FROM THE CONSENT AGENDA <br />FOR DISCUSSIONI,ATER IN THE COUNCIL MEETING <br />The foregoing resolution was duly seconded by Anderson. <br />Ayes (4) Montour, Anderson, Fahey, LaValle. <br />Nays (0). Resolution declared adopted. <br />Mr. LaValle introduced the following resolution and moved its adoption: <br />RESOI UTION NO. 2004-2-30 -APPROVING THE CONSENT <br />AGENDA WHICH CONTAINS THE FOLLOWING.: <br />xAPPROVA7 OF T IIE INCREASE IN ASSESSMENT CAP RATES <br />AS RECOMMENDED ]3Y THE CITYADMINIS'TRATOR; <br />*APPROVAI. OF TFIE VOUCHERS' <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (4) LaValle, Montour, .Fahey, Anderson. <br />Nays (0). Resolution declared adopted. <br />GAMBLING Montour reported that he had two concerns that he would like to discuss <br />LICENSE in relation to the renewal of Gambling License for Millennium Charity <br />R.EN:EWAL - Plus. The first relates to the number of gambling occasions that <br />MILLENNIUM Millennium Charity Plus has at the bingo hall and whether or not other <br />CI3ARITY gambling organizations operating in the City have the need for an <br />PLUS increase in their gambling operations. The second has to do with what <br />controls Millenniun Charity Plus has put in place to avoid the problems <br />associated with a former employee of the organization. <br />Fahey pointed out that the need for an expanded gambling operation has <br />been resolved for the Canadian Days Committee given recent approval of <br />a premise permit for apull-tab site at Brady's. Fahey felt, therefore, the <br />number of gambling occasions for Millennium Charity Plus should not be <br />an issue. Fahey suggested that if there are questions relative to internal <br />controls, action should be postponed until later in the meeting so that a <br />representative of the charity could be present to answer any questions the <br />Council might have. The other alternative would be to table action on the <br />renewal request until the February 25°i Council meeting. <br />2 <br />
