MINUTES <br />CITY COUNCIL <br />FEBRUARY 23, 2004 <br />felt that the City should not penalize the Twin Lake area because it was <br />more costly to bring services to that side of the freeway. LaValle agreed. <br />Anderson indicated that he was not on the Council at the time that <br />watermain was installed on Viking Drive; therefore, was not sure of the <br />options which were explored for this single-frontage watermain <br />improvement. Anderson noted that of the two options for the Twin Lake <br />area, the Vadnais option is lower in cost to the benefiting property owners <br />as well as to all the taxpayers in the City. <br />Fahey felt that the option of bringing Little Canada water to the area was <br />reasonable given the impact that the freeway expansion have had on this <br />area. Fahey cited the example of all properties bearing the cost of storm <br />water improvements, even though properties of higher elevation benefit <br />the least from these improvements. Fahey felt it was time to extend <br />watermain into this area. He also noted the many false starts that there <br />have been with the City of Vadnais Heights on this project, and felt that <br />Little Canada should provide the watermain to its residents and be done <br />with it. <br />There was no one else from the general public present wishing to <br />comment on this improvement. <br />Upon motion by LaValle, seconded by Anderson, the public hearing was <br />closed. <br />Mr. ,Fahey introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2004-2-40 -RECOMMENDING 1'O THE FULL <br />COUNCIL AT ITS MARCH Y 0, 2004 MEETING THAT THE <br />IMPROVEMENT OF THE TWIN LAKE AREA 73E ORDERED, WITH <br />THAT IMPRO VEMENT TO INCL. UDE THE EXT ENSION OF <br />LITTI E CANADA WATERMAIN INTO THE AREA, AND THE CITY <br />TO PICK UP 50 % OF THE ADDITIONAL. COSTS FOR BRINGING <br />LITTLE CANADA WATERMAIN TO THIS AREA, AND THE CITY <br />ENGINEER A UTHORIZED TO PREPARE PLANS AND SPECS <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (3) Fahey, LaValle, Anderson. <br />Nays (0). ;Resolution declared adopted. <br />ADJOURN Mr. LaValle introduced the following resolution and moved its adoption: <br />RL'SOLUTIONNO. 2004-2-91 -AD.IOURNING <br />11 <br />
