MINUTES <br />CITY COUNCIL <br />FEBRUARY 23, 2004 <br />neighborhoods. Fahey further noted that this is the last area of the City <br />without watermain. Fie indicated thax Little Canada is a first tier urban <br />city, and the days without watermain have past. Fahey felt that the <br />looping of the Little Canada system into this area was beneficial from fire <br />protection and water quality standpoints. <br />LaValle agreed and felt that the cost should be shared between the <br />benefiting property owners and the City. <br />Andy Brown, 3298 Twin Lake Road, suggested another survey. <br />Fahey noted that there will still be some property owners who do not want <br />City water at all. Fahey felt that if the street is reconstructed, watermain <br />should be put in. The issue was Vadnais Heights versus Little Canada <br />water. Fahey stated that he supported the Little Canada option. I3e further <br />noted that if Vadnais water were brought in, the property owners would <br />still have the cost of softening the water. Fahey noted that the issue is one <br />of cost for the City staff, however, he indicated that he would like to find a <br />way to provide.Little Canada water to the area. He fw~ther noted that if the <br />Vadnais option is pursued, Vadnais will likely want a 12-inch main, and <br />Fahey felt that Vadnais should have to pay the cost difference for that <br />main. <br />:LaValle asked if any of the property owners were opposed to a small <br />additional cost for Little Canada water. <br />Wesch indicated that people are always opposed to additional costs. He <br />stated that the bottom line is the benefit for the buck. Wesch suggested <br />that the road improvement go in without the water. Wesch also stated that <br />he does not want Vadnais Heights' water if the line is not looped. <br />Martin indicated that for the projected costs, he can maintain his well for a <br />lot of years. <br />Fahey noted that the Council will not be able to officially act on the <br />improvement this evening given that only three Council Members are <br />present. A recommendation will be made to the full Council, however, for <br />action at the March 10'x' meeting. <br />Wesch felt there were two feasible issues before the Council. The first is <br />the street improvement only, and The second is the street improvement <br />with Little Canada watermain. <br />Fahey again stated that his position is that the City should pick up 50% of <br />the cost of bring watermain under the freeway from Little Canada.
