MINUTES <br />CITY COUNCIL <br />FEBRUARY 11, 2004 <br />Fahey stated that he feels as strongly on one side of the issue and Council <br />Member Anderson feels on the other. Fahey did not feel a decision could <br />be made this evening and that more analysis was necessary. Fahey stated <br />that he felt uncomfortable with spot zoning a property because someone <br />dangles dollars in front of the Council He also noted his historical <br />position of opposing spot zoning. <br />Anderson noted that a typical spot-zoning request was for a lower zoning <br />rather than higher. Fahey disagreed pointing out the example of requests <br />to spot zone from Single-Family Residential to High-Density Residential. <br />Fahey also felt that this was a matter that the full Council should make a <br />decision on. <br />LaValle felt that if the Council can avoid spending $1 million of <br />taxpayers' money on a new Public Works garage, he would be hard- <br />pressed not to support the Family Academy proposal. <br />Fahey again noted that before any decisions can be made, the Council has <br />to explore all the alternatives as well as the tax implications. Some of the <br />issues and questions to be explored include: <br />o The sale of the Frattalone property on the open market; <br />o T'he City's purchase of the Frattalone site and selling off <br />portions of that property while either utilizing the existing <br />garage or building a new Public Works garage on the site; <br />o The Family Academy proposal; <br />o A Public Works garage space analysis based on both <br />retention of the City's water system and turning over the <br />system to St. Paul; <br />o Tax calculations/analysis of all the scenarios. <br />Fahey pointed out that the City has a piece of property that would <br />accommodate a new garage. This option should be explored further as <br />well. He noted that the consensus seems to be that the existing Public <br />Works location is not large enough for an expansion. <br />Anderson felt that if the Frattalone property is sold on the open market, the <br />City will be faced with a user that will require a great deal of outdoor <br />storage. Fahey felt that may or may not be true. <br />The Council discussed whether or not the County Road B property was <br />still an option for a new Public Works garage, and the consensus was to <br />not limit any option at this point The City Administrator pointed out that <br />7 <br />
