MINUTES <br />CITY COUNCIL <br />FEBRUARY 11, 2004 <br />there are other options including acquisition of vacant land in the area by <br />non-voluntary sale, noting that the Schrier piece is still undeveloped. <br />Montour noted the potential for acquisition of a site in Ryan Industrial <br />Park. <br />Fahey again stressed that all options should be considered, including the <br />Noel Drive property. Fahey felt the matter should be considered by the <br />full Council at its March 10`x' meeting. <br />Anderson noted that the evaluation should include the lost revenue to the <br />City if the Noel Drive property is not sold to the Watershed. The City <br />Administrator asked if the Council wanted to have an appraisal done on <br />the Noel Drive property. Anderson felt that information would be <br />important and noted that the economic analysis should include the <br />donation of the garage space to the City by Family Academy, the sale of <br />The existing Public Works garage, the sale of the County Road B property, <br />and the sale of the Noel Drive property. <br />Fahey noted that the economic analysis should also consider the potential <br />for additional development of the Frattalone site assuming limited outdoor <br />storage, the tax revenue to the City if the Frattalone property is sold for <br />$2.3 million, as well as the estimated cost of acquiring the Schrier <br />property. Fahey recommended that the City Administrator inform the <br />Watershed that the City is not ready to move forward on the sale of the <br />Noel Drive property at this time. Fahey also felt that the City should not <br />proceed with an appraisal of this property at this time given the potential <br />for the City to retain it as a Public Works site. <br />Anderson stated that he would not support a Public Works use of the Noel <br />Drive property, and felt that the Watershed's use was more appropriate for <br />the site. <br />Fahey indicated that the issue of whether or not the City retains its water <br />system will be a key issue in determine Public Works' needs. Fahey <br />instructed the City Administrator to put together the analysis discussed <br />and report back to the Council. LaValle indicated that, if possible, an <br />update should be provided at the February 25'x' meeting. Fahey agreed, <br />but noted that the decision should be made by the full Council. <br />GAMBLING Montour asked if controls have been put in place at Millennium Charity <br />LICENSE plus to ensure that the problems caused by former employees will not <br />RENEWAL - occur again. Linda Pahey, CEO, Millennium Charity Plus, reported that <br />MILLENNIUM the employee is no longer wit7i the organization. Linda Fahey indicated <br />
