MINUTES CITY COUNCII, FEBRUARY 25, 2004 IMPROVEMENT their watermain that is near the Twin Lake area much sooner than expected. Vadnais I-Ieights has also indicated that the Collova Family has expressed interest in developing their property located near the Twin Lake area, which increases the likelihood that the Vadnais Heights watermain will be looped. The City Administrator suggested that the Twin Lake property owners be surveyed once again to determine if their preference is for Little Canada water with its added cost in light of the potential for an earlier loop of the Vadnais Heights watermain. Fahey questioned whether it was likely that Vadnais Heights would move quickly on looping its watermain, but agreed that this new information should be provided to the Twin Lal<e area property owners. Fahey suggested that a new survey be sent with the results presented to the full Council on March IO`C'. Anderson stated that he was hesita~rt to support the Little Canada watermain option from a cost standpoint. He agreed that the information that Vadnais heights may loop their line quicker than anticipated should be preseuted to the residents. however, he was unsure how committed Vadnais Heights really was to doing so. Anderson felt a new survey should be sent to the 'Cwin Lake area outlining the Council's recommendation of February 23"~, the additional cost of the Little Canada option, and getting the property owners' reaction to that recommendation. LaValle pointed out that if Vadnais Heights' watermain is extended into the Twin Lake area, Little Canada would not bill those residents. Anderson pointed out that if Little Canada watermain is extended and the City turns over its water system to St. Paul, Little Canada would no longer bill. Alderson pointed out that the capital costs of extending watermain to the area would not be recovered as part of the billing for water usage. Fahey noted that the issue of extending Little Canada watermain to the Twin Lalce area is one of maintaining a sense of Little Canada community to those property owners. Anderson pointed out that there are other Little Canada property owners who are supplied water from Vadnais Heights. LaValle stated that he supported another survey, and hoped that the response would be better than the first. He suggested that staff contact those property owners who do not respond in an effort to obtain the input of all the I'wiu Lal<e area property owners.
