MINUTES <br />CITY COUNCIL <br />MARCH 10, 2004 <br />MY LE HOA CONSUMPTION & DISPLAY LICENSE FOR MY I_E HOA <br />CHINESE CHINESE RESTAURANT FOR THE I,ICENb'E PERIOD <br />RESTAURANT APRIL I, 2004 THROUGII MARCH 31, 2005 AS RECOMMENDED <br />73Y CITY STAFF <br />The foregoing resolution was duly seconded by Anderson. <br />Ayes (4) Blesener, Anderson, Montour, Fahey. <br />Nays (0). Resolution declared adopted. <br />WATERSHED The City Administrator reported that the Watershed has decided to <br />PROPOSAL construct a building for their operation, and has indicated that the <br />& NOEL City's Noel Drive property is its preferred location. They have <br />DRIVE requested zoning information and are drafting a layout for the building <br />,PROPERTY to see if it will fit on the site. If it works, the City will then have to <br />determine a price for the property. <br />Blesener suggested that the Council order an appraisal of the site. Fahey <br />suggested that the matter be referred to the Planning Commission. The <br />City Administrator suggested that Watershed determine whether or not the <br />site works for their needs before the City spend money on an appraisal. <br />SEWER & The City Administrator reviewed the Accounting Supervisor's memo <br />WATER dated March 3, 2004 recommending an increase in sewer rates for 2004. <br />RATES He noted that no increase is proposed for water rates. The Administrator <br />reported that there have been tremendous increases in sewer costs due to <br />an increase in flows. This increase is attributed to an infiltration and <br />inflow problem given spikes inflows during wet periods. City staff is <br />looking at a number of potential sources of these increases flows and will <br />be doing some metering to try to pinpoint sources. <br />The City Administrator reviewed the four options outlined by the <br />Accounting Supervisor for increasing sewer rates. He noted that staff's <br />recommendation is Option B which increases the sewer minimum to <br />$45.00 and the rate to $2.75 per thousand gallons. This option is <br />estimated to generate additional revenues of $105,380. While this is a <br />substantial increase, it will not generate enough money to balance the <br />Sewer Fwrd. However, it is an option that will suffice for the short term <br />given that the City is not funding depreciation. <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 20114-3-47 -INCREASING 2004 SEWER RATES <br />TO A $45.00 MINIMUM PER ~ UARTER AND X2.75 PER <br />12 <br />
