MINUTES <br />CITY COUNCIL <br />MARCH 10, 2004 <br />RE7 ATED TO ALTERNATIVE S7TEb' FOR A PUI37.IC WORKS <br />GARAGE <br />The foregoing resolution was duly seconded by Anderson. <br />Ayes (4) Fahey, Anderson, Montour, Blesener. <br />Nays (0). Resolution declared adopted. <br />The City Administrator anticipated that the appraisal of the County Road <br />B property should be completed within a month. <br />ARCADE/ The Council reviewed the City Engineer's report related to the issue of <br />LABORE access into the undeveloped property in the area of Arcade Street/LaBore <br />ACCESS Road via the Battista tot on Arcade Street. The City Engineer indicated <br />ISSUES that given the existing wetland on the Battista property, it is not practical <br />to bring a road in from Arcade Street to provide access for this large <br />undeveloped area The Engineer pointed out that access is more feasible <br />from a point on LaBore Road. <br />.Fahey indicated that he felt the City Engineer was being overly generous <br />in depicting the extent of the wetland. He indicated, however, that this <br />report should be kept on file for reference in considering future <br />development proposals for this area. Fahey instructed staff to send Mr. <br />Battista a copy of this report. <br />Blesener asked if the lots on Beam Avenue could be developed. The City <br />Engineer indicated that there was property north of Beam that could be <br />developed. <br />Fahey stated that if there are other large undeveloped pieces of land in the <br />City, these tracts should be looked at from a planning standpoint to ensure <br />that full development is not precluded. Fahey noted that the Engineer's <br />report for this area indicates that it is not necessary to acquire an easement <br />off Arcade Street to provide access. <br />Blesener noted that given the amount of wetland on the Battista property, <br />only one lot could be developed. Fahey agreed. Fahey noted that the <br />report is for information purposes at this point. The consensus of the <br />Council was agreement with the City Engineer's report that access to the <br />area should not come from Arcade Street. <br />CONSUMPTION Mr. Blesener introduced the following resolution and moved its adoption: <br />& DISPLAY <br />LICENSE - REb'07.
