MINUTES <br />CITY COUNCIL <br />MARCH 10, 2004 <br />CITY OF LITTLE CANADA, RELATING TO THE COMPUTATION <br />OF NET PROFIT BY CHARITA137.E GAM13I_ING ORGANIZATIONS <br />The foregoing resolution was duly seconded by Anderson. <br />Ayes (4) Montour, Anderson, Fahey, Blesener. <br />Nays (0). Resolution declared adopted. <br />CHARITABLE The City Administrator reviewed his memo dated March 5, 2004 relative <br />GAMBLING to charitable gambling compliance issues that were reviewed by the <br />ISSUES gambling subcommittee. The Administrator noted that the owner of the <br />Market .Place Shopping Center has agreed to reduce the per session rent to <br />the gambling organizations from $238.40 per session to $220.00 per <br />session for the remainder of 2004. This reduction in rent is intended to <br />address the issue related to the independent operation of the concession <br />stand at the bingo hall The Administrator noted that while direct <br />compensation to the gambling organizations from the concession stand <br />would be advantageous in that the payment would be general fund <br />revenue, including this compensation in a per session rent reduction is a <br />less complex way to address the issue. The Administrator noted that the <br />landlord wants to re-evaluate the per session rent in 2005. <br />Mr. Fahey introduced the following resolution and moved its adoption: <br />RESOI UTION NO. 2004-3-41 -INSTRUCTING THE CITY <br />ADMINISTRATOR TO ADVISE THE OWNERS OF THE MARKET <br />PLACE SHOPPING CENTER THAT THEIR PROPOSAL TD <br />REDUCE PER SESSION RENT AT THE BINGO HALL TO $220.00 <br />PER SESSION FOR 2004 IS ACCEPTABLE, AND AUTHORIZING <br />TIZE CITYADMINLS1'RATOR TO EXECUTE AND/OR PROCESS <br />NEW LEASE AGREEMENTS WITII TIIE GAMBL ING <br />ORGANIZATIONS REFLECTING THE REVISED RENT <br />The foregoing resolution was duly seconded by Anderson. <br />Ayes (4) Pahey, Anderson, Blesener, Montour. <br />Nays (0). Resolution declared adopted. <br />The City Administrator noted that the gambling organizations are <br />addressing operational issues in an attempt to reduce expenses. He also <br />noted that the landlord is estimating the cost of carpet replacement at the <br />bingo hall at $20,000. The landlord would prefer to delay this <br />improvement until the gambling organizations' compliance issues are <br />resolved. The Administrator noted that District Council 82 is <br />
