MINUTT';S <br />CITY COUNCII~ <br />MARCH 24, 2004 <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (5) LaValle, Montour, Fahey, Blesener, Anderson. <br />Nays (0). Resolution declared adopted. <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />RE.SOI, UTION NO. 2004-3-6 - AD.IOURNING Ab" THE ECONOMIC <br />DEVE7.OPMIsNT A UTHORITY AND RECONVENING AS THE CITY <br />COUNC71. <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Blesener, LaValle, Montour, Fahey, Anderson. <br />Nays (0). Resolution declared adopted. <br />PARKING The City Planner indicated that it appears there are a couple of tenants in <br />AT the Tacheny Townoffice project and the Edgewater Townoffice project <br />TOWNOI?TIC.GS that are monopolizing a significant amount of parking. The Planner <br />indicated that he has reviewed the parking standards for townoffice space, <br />and Little Canada is on the more restrictive end in compared to other <br />cities. The Planner pointed out that both the Tacheny and Edgewater <br />projects have owners' associations that could manage the parking <br />situation. The Planner was not sure what action the City could take to <br />address the situation given that both projects were developed according to <br />plan. One option would be for the City to require its review of uses within <br />townoffice parks. <br />Blesener indicated that he has visited the City's townoffice parks to <br />observe the parking situation. He found only a few open spaces at the <br />Tacheny site given that two cars were leaving the property, a couple of <br />handicapped spaces were empty, and there was one car parked at the curb. <br />Blesener reported that there was ample parking available at the Edgewater <br />site. Blesener indicated that in reading the complaint, it appears the issue <br />is not inadequate parking, but rather that one tenant at each site is <br />monopolizing parking. <br />LaValle pointed out that the City cannot control the individual tenants. <br />Anderson asked if control rested with the owners' association. The <br />Planner replied that that was correct. <br />Anderson pointed out that if the developers have built to code, it is up to <br />the owners to regulate how parking is utilized within the townoffice <br />complexes. <br />
