MINUTES <br />CITY COUNCIL <br />APRIL 14, 2004 <br />$43,101 and the City paying $35,265. The Engineer reviewed the area <br />that would drain into this storm sewer outlet which includes portions of <br />LaBore Road, County Road D, and Maple Leaf Court. 1Ie further noted <br />that this storm sewer improvement will reduce the amount of water going <br />into the Sculley property. The Engineer reported that this portion of the <br />improvement has not been reviewed for State Aid eligibility, but MN DOT <br />will do so. The County has agreed to pay for any portion of the storm <br />sewer improvement that is eligible for State Aid dollars. <br />The Engineer reviewed the Commons Area portion of the storm sewer <br />improvement, noting total costs estimated at $115,247 with the County <br />paying $65,093 and the City paying $50,154. He also reviewed the area <br />that would be served by this portion of the improvement. <br />The City Administrator noted that the Heinel property would be served by <br />this storm sewer outlet, and indicated that there could be a cost <br />participation at the time that property is developed. <br />Montour asked the when the County is planning the improvement of <br />County Road D. County Commissioner Jan Wiessner reported that the <br />improvement is in the unprogrammed section of the County's <br />Transportation Plan. Therefore, the improvement would not occur before <br />2009. <br />The Engineer pointed out that all the cost estimate allocations assume <br />minimum State Aid participation levels. Blesener noted that the total <br />estimated cost to the City is $339,117 and pointed out that the benefit of <br />these storm sewer improvements may not be seen for a number of years. <br />The Administrator replied that that was correct, but the City is providing <br />for future development by providing stone sewer capacity. These <br />improvements will eliminate standing water, particularly on County Road <br />D, and will provided for treatment as well. The City Administrator again <br />noted that the City's share of these costs would come from the <br />Infrastructure Fund. <br />Frank Patko, MN DOT, reviewed the City's issues list outlined in the City <br />Administrator's letter dated April 9, 2004 as it relates to municipal consent <br />for the Unweave the Weave project. In reviewing the Noise Wall issue, <br />Pafko reported that the first two noise walls listed will be a part of the <br />project. The wall on Edgerton Street adjacent to an outdoor advertising <br />sign, however, will be 15 feet in height in order to maintain visibility for <br />the sign. Pafko noted that there will be a drainage pond in this same area <br />which will be located on the freeway side of the noise wall. With regard <br />to the third noise wall requested for the north side of 694, the preliminary <br />plat submitted for this area does not meet two of the three criteria <br />3 <br />
