MINUTES <br />CITY COUNCIL <br />APRIL 14, 2004 <br />The City Administrator reported that the County and City staff have <br />reviewed MN DOT's cost estimates and they appear to be accurate. <br />Blesener asked if the ditches along Edgerton Street would remain. The <br />Engineer replied that storm sewer pipe will be installed along Edgerton <br />Street for the length of the Edgerton bridge project which is at <br />approximately the power line property. Ditches will remain further south <br />on Edgerton Street. <br />Anderson asked if the City's cost of the storm sewer project will be <br />assessed. The City Administrator reported that the City has not typically <br />assessed storm sewer projects. Those costs have been paid from the <br />Infrastructure Fund. However, the City could assess for any street <br />improvement pa-tion of the cost. <br />The Engineer noted that as part of the Edgerton bridge project, a small <br />section of watermain will be installed to extend watermain toward the <br />Heinel property for the potential of future development. Given that the <br />intersection of Edgerton Street and County Road D is being reconstructed, <br />it was felt that the extension of watermain at the same time was prudent. <br />Estimated cost for the watermain is $39,820. <br />The Engineer next reviewed the Twin Lake Area portion of the <br />improvement, noting that storm sewer costs are estimated at $47,588 with <br />the City paying this full cost. The Engineer reviewed the portion of the <br />Twin Lake area that will be drained into the 694 ditch, noting that Twin <br />Lake Trail will continue to drain into Twin Lake given its elevation in <br />relation to the freeway. The Engineer noted that the Hamel Estates <br />development will drain into the freeway storm sewer system, thus <br />eliminating the need for a pond as part of this development. <br />The Engineer reported that this component of storm sewer improvements <br />for Unweave the Weave involves the enlargement of a pond between the <br />District Council 82 and Levitz properties. There is the potential for some <br />cost savings depending on acquisition costs of additional easements. <br />Blesener asked if this pond is being sized to accommodate the West <br />Vaduais project. The Engineer replied that it was. <br />Blesener asked of the Hamel Estate developers would pay a share of this <br />cost given they no longer have to construct a pond. The City <br />Administrator reported that the developer is being required to contribute <br />an amount equal to what it would have cost to construct the pond. <br />The Engineer reviewed the LaBore Area storm sewer component pointing <br />out that the total cost is estimated at $78,366, with the County paying <br />2 <br />
