MINUTES <br />CITY COUNCIL <br />APRIL 14, 2004 <br />Blesener suggested that the issue be reworded to indicate That Little <br />Canada would like input on landscaping at the time that funds become <br />available for this work. <br />Fahey asked if the lack of allocated landscaping dollat~s for the Unweave <br />the Weave project is consistent with how other State projects are being <br />treated. Pafko reported that the issue has been one of timing. He currently <br />has landscaping dollars allocated for four projects, but no dollars for any <br />new projects. Paflco noted that the Unweave the Weave project was <br />moved up in the project cycle, therefore, considered a new project. Pafko <br />pointed out that landscaping commitments have been made in the <br />environmental documents for the project. As a result, there may be ways <br />to obtain the landscaping funds and live up to this commitment. <br />Pafko reviewed the Freeway Lighting issue and indicated that MN DOT <br />will work with Little Canada on this issue. While Little Canada will be <br />able to review the plans, and the State will work with the City on any <br />issues that it might identify, Little Canada will not have approval <br />authority. <br />Pafko next reviewed the Vehicle Light Screening issue and indicated that <br />MN DOT will provide screening measm'es to diffuse headlight gla~~e into <br />Little Canada. <br />Pafko reviewed the Little Canada Road Bridge issue, and indicated that <br />MN DOT' is not agreeable replacing the chain link fence on the bridge <br />with a more ornamental railing and upgrading the bridge lighting. Pafko <br />reported that the City can apply through the State Aid Program for an <br />improvement of this nature, and MN DOT would be willing to work with <br />the City to develop an improvement proposal. <br />Pafko reviewed the Traffic Mitigation issue and indicated that MN DOT <br />will make its best effort to minimize the traffic impact this project will <br />have on Little Canada. Pafko updated the Council on the timing of the <br />Edgerton Bridge replacement. Pafko indicated that the contractor has <br />informed MN DOT that the steel will not be delivered until the last week <br />in October; therefore, the project will take longer than anticipated. Pafko <br />reported that the Edgerton Bridge will be removed probably in mid-June, <br />and it is anticipated that the bridge replacement will be completed by <br />spring of 2005. Therefore, the bridge will be out for approximately eleven <br />months. The original pla~i was to drop the bridge in April of 2004 and <br />reopen the new bridge in November of 2004. <br />5 <br />
