MINUTES <br />CITY COUNCIL <br />APRIL 14, 2004 <br />of the noise walls proposed along County Drive (except <br />for the wall adjacent to Quebec Apartments should there be <br />an environmental justice requirement for that wall), and <br />compliance with the I-694 Aesthetic Design Guidelines <br />dated August of 2002 including the allowance for <br />additional Little Canada input into noise wall design. <br />2. Freeway Lighting -include in municipal consent that Little <br />Canada have review of and input into design. <br />3. Vehicle Light Screening -include in municipal consent as <br />stated. <br />4. Little Canada Road Bridge -exclude from municipal <br />consent resolution. <br />5. Traffic Mitigation -include in municipal consent <br />resolution. <br />6. Cooperative Drainage Improvements -include in <br />municipal consent resolution. <br />7. Mn DOT Land Acquisition for Ponding -exclude from <br />municipal consent resolution. <br />8. Little Canada Road Freeway Ramps -include in municipal <br />consent resolution. <br />Additional Issue -include in municipal consent resolution a <br />request that 1% of grading and surface work costs be <br />allocated for landscaping improvements as has been MN <br />DOT's past practice with review and input by Little Canada <br />in landscape design plan. <br />Mugs Nardini, Gervais Lake Homeowners Association, reported that the <br />homeowners on Lake Gervais have grave concerns about the impact that <br />the West Vadnais project will have on their properties. Nardini expressed <br />concern that storm water from two or three other watersheds is proposed <br />to be run through the ditch system and into Lake Gervais. Na~'dini pointed <br />out a considerable amount of money is being spent to upgrade the ditch <br />system behind Levitz in order to accommodate this additional run-off. <br />Blesener stated that it is his understanding that if the West Vadnais <br />proposal is approved, the run-off from Phis area will be directed into the <br />ditch system the flows into Gervais. <br />The City Administrator reported that :Little Canada will not be <br />participating in costs associated with the West Vadnais project if it is <br />approved. With regard to the West Vadnais project, the Administrator <br />indicated that it is his understanding that the County has asked MN DOT <br />to enlarge the storm drainage improvements to accommodate the West <br />Vadnais capacity. The Administrator indicated that the City's only <br />regulatory authority in this matter is its ability to issue permits to work <br />
