MINUTES
CITY COUNCIL
APRIL 14, 2004
within the City's right-of--way. The Administrator suggested, however,
that the City hold a workshop meeting with the Watershed, the County,
and the Gervais Lake Homeowners Association to review the West
Vadnais project in detail.
Pafko reported that MN DOT has been asked by the Watershed to
incorporate run-off from West Vadnais into the storm water improvements
for the Unweave the Weave project. The Watershed will have to get the
necessary permits and approvals for the work.
Fahey noted that the City has a very limited authority over this issue,
specifically limited to right-of--way permits. Fahey suggested that the
Gervais Lake property owners should provide their input on the West
Vadnais project to the Watershed and the County. Fahey agreed that a
City Council workshop with the Watershed and the County may provide a
good forum for the Gervais Lake homeowners.
Blesener asked if the City's action on municipal consent for Unweave the
Weave would also be an approval for the West Vadnais project. Pafko
replied that it would not as the two are completely separate issues.
Paflco again requested that the Council consider two separate resolutions,
one granting municipal consent for the Unweave the Weave project and
the other listing the issues related to the project that Little Canada would
like to work with MN DOT on. Pafko again stated that his concern is that
including conditions in the municipal consent will raise the likelihood of
the appeal process.
Blesener felt it appropriate to include conditions in the municipal consent
resolution that the City feels strongly about. Fahey questioned why MN
DOT would ask for municipal consent if that consent is merely a rubber
stamp. Fahey noted that the Council has listened to Pafko's suggestions
related to the issues list, and felt that the issues just described are
reasonable. Fahey stated that he particularly wanted to see some attention
given to landscaping once the Unweave the Weave project is completed.
Mr. Fahey introduced the following resolution and moved its adoption:
RF.SOI. UTION NO. 2004-4-G3 -GRANTING LAYO UT APPROVAL.
AND FUTURE COST PARTICIPATION RELATIVE TO THE
UNWEAVE THE WEAVE PROJECT AS DISCUSSED .SU73.IECT TO
THE FOLLOWING CONDITIONS AS OUTLINED IN THE CITY
ADMINIb'TRATOR'S REPORT DATED APRIL 9, ZOOA AND AS
MODIFIED I3E7_OW.•
