short section of existing storm sewer may also have to be encased to satisfy this requirement, <br />2) Permanent utility easements must be dedicated, <br />3) It may be wise to place restrictions on the building of decks and other structures which could <br />be built within the utility easements. <br />4) Many areas within the development are proposed to have slopes that will be steeper than <br />4:1, which is the steepest slope that can be easily maintained. Some are as steep as 2.5:1, We <br />recommend that the grades be revised to meet City code or minimum maintenance standards <br />(4:1). Grades, as proposed, foretell ongoing erosion problems. <br />STREETS <br />The cul-de-sac that was proposed on the south side of Minnesota Street has been replaced by a short <br />loop street. Our comments area <br />1) * The new configuration of the loop street presents the issue of maintaining whatever is <br />placed within the very large island. It is in the City's best interest to ensure that this is privately <br />-Mair tail aeai. <br />2) * The loop street does not meet turning radius standards for 30 mph. However, this street <br />will function as a driveway and therefore public street standards are not necessarily applicable, <br />3) * The widening of Minnesota Street for an entrance to the development may present snow <br />plowing problems. It is in the City's best. nterest rto�;ensure that this portion of the street is <br />privately ma.tt,di <br />4) The proposed 50 foot radius cul-de-sac to the north of Minnesota Street is smaller than the <br />City's standard 60 foot radius for multi -unit housing, From an engineering standpoint, we <br />recommend that the City require a 60 foot radii to provide adequate room for turning <br />movements of school buses, snow removal vehicles and fire trucks. A 50 foot radius is <br />workable, but difficult. 9 <br />As I understand, Masterfiece Homes is proposing a substandard cul-de-sac radius primarily in <br />an effort to save a raw of large trees to the east of the development? Because of the steep (3:1) <br />existing slopes along the east edge of the development, it appears that a full 60 foot radius sac <br />would require that a much larger area be cleared, taking numerous mmature trees. <br />The City's position regarding the protection of existing mature tree stands will be the deciding <br />factor in this issue. <br />5) The possibility of extending Minnesota Street to Viking Drive in the future, eliminating the <br />awkward intersection of nice Street and Viking Drive, will be negated with approval of this <br />development concept.
