MINUTES <br />CITY COUNCIL <br />APRIL 28, 2004 <br />Nays (0). Resolution declared adopted. <br />PRELIMINARY Mayor Fahey noted that the Planning Commission has tabled action on <br />PLAT - the Preliminary Plat for Hidden Acres until its May 13, 2004 meeting. <br />HIDDEN Therefore, the City Council will table action on the Preliminary Plat <br />ACRES until May 26, 2004 pending a recommendation from the Planning <br />Commission. <br />Anderson introduced the fo]lowing resolution and moved its adoption: <br />RESOLUTION NO. 2004-4-SI -CONTINUING THE PUBLIC <br />HEARING ON THE PRELIMINARY PL AT FOR HIDDEN ACRES <br />UNTIL, THE MAY 26, 2004 CITY COUNCIL. MEETING <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (4) Anderson, Blesener, Fahey, Montour. <br />Nays (0). Resolution declared adopted. <br />The City Administrator indicated that Gordie Howe, the developer of the <br />Hidden Acres plat, has requested to address the City Council on their <br />position relative to a direct road connection to Condit Street. <br />Gordie Howe reported that he had two neighborhood meetings to discuss <br />his development proposal prior to the Planning Commission meeting. At <br />these meetings both townhome and single-family developments were <br />discussed as well as access issues. Howe reported that the neighborhood <br />supported asingle-family bane development as well as wanted to see <br />access to the development via Condit Street and Yorkton Ridge. Howe <br />reported that it was thought that a 30-foot easement existed that gave the <br />property access to Condit Street. However, when C.I. Title researched this <br />easement, it was found that the easement was never recorded, therefore, <br />does not exist. As a result, the Hidden Acres plat was drawn with access <br />via Yorkton Ridge and Burke Lane. Howe reported that he tried to <br />negotiate access to Condit Street, but does not have the money to purchase <br />that access. Howe indicated that he would like some direction from the <br />Council this evening on the issue of access to Condit Street. <br />Fahey pointed out that the City's thoroughfare plan for the area shows <br />direct access to Condit Street as well as Burke Lane and Yorkton Ridge. <br />Fahey stated that he supported the direct access to Condit, and felt that, if <br />necessary, the City should participate in obtaining that access. Fahey <br />pointed out that the City's thoroughfare plan for the area results in the <br />elimination of deadends for public safety purposes. Fahey pointed out that <br />if the developer cannot obtain the right-of--way needed for the Condit <br />
