MINUTES <br />CITY COUNCIL <br />MAY 11, 2004 <br />DEVELOPMENT The City Administrator reviewed pending development issues in the City. <br />ISSUES The first was the proposed Hidden Acres plat, and the fact that the City <br />has been pursuing a third concept for this development which includes a <br />connecting street to Condit Street in alignment with Nadeau Road. The <br />Administrator explained the fact that TIF assistance does not work for this <br />project, but tax abatement does. The third option would likely reduce <br />right-of--way acquisition costs, making the project financially feasible. <br />Another benefit is that it addresses the lack of right-of way for Condit <br />Street south of Nadeau Road as that section of street could be made into a <br />one-way. <br />The Administrator reported that he met with Mr. Miller and his attorney <br />regarding Option 3. At that meeting the attorney challenged the public <br />purpose for the City's acquisition of right-of--way from the Miller <br />property. The Administrator indicated that he informed Mr. Miller and his <br />attorney that there is a public purpose in that Option 3 reflects the City's <br />thoroughfare plan for the area and provides for improved access and <br />circulation in this neighborhood. The Administrator indicated that the <br />,Hidden Acres plat goes before the Planning Commission on Thursday. If <br />the Planning Commission and Council support Option 3, the next step <br />would be for the City to obtain an appraisal of the right-of--way needed <br />from the Miller property. <br />The next development issue reviewed relates to property along Little <br />Canada Road. The City Administrator pointed out that the question is <br />how aggressive the City would be in helping to assemble a possible <br />townhome site on Little Canada Road. The City currently owns one <br />parcel, and the property owner at 116 Little Canada Road would like to <br />sell The remainder of the site in question is vacant land owned by Tom <br />Cossack. <br />Blesener asked if Mr. Cossack had been contacted to determine if he is <br />willing to sell. The City Administrator reported that he discussed the issue <br />with Mr. Cossack approximately two years ago. At the time, the asking <br />price was too high. <br />Blesener felt that before the City discusses the issue of eminent domain, <br />Mr. Cossack should be contacted to determine if he has any immediate <br />plans for the property or if he is willing to sell and at what price. LaValle <br />agreed. <br />The City Administrator indicated that he would contact Mr. Cossack and <br />report back to the Council. <br />4 <br />
