MINUTES <br />CITY COUNCIL <br />MAY 26, 2004 <br />Upon motion by Fahey, seconded by LaValle, the public hearing was <br />closed. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2004-5-705 -APPROVING TIIE PROPERTY <br />DIVISION/COMI37NATION OF 25 FEET OF RA77.ROAD <br />PROPERTY WITH THE FRATTAI,ONE PROPERTYAT 3205 <br />SPRUCE STREET AS REQUESTED 13Y FRATTAI.ONE <br />EXCAVATING SUI3.IECT TO COMPLIANCE WITH THE <br />RECOMMENDATIONS OF THE PLANNING COMMISSION <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (5) Montour, Blesener, Fahey, Anderson, LaValle. <br />Nays (0). Resolution declared adopted. <br />AMENDMENT Fahey opened the public hearing to consider an Amendment to <br />TO PUD - Planned Unit Development relative to fencing and other site <br />FRATTALONE improvements at 3205 Spruce Street, Frattalone Excavating. It <br />EXCAVATING was noted that the City Planner and Planning Commission have <br />recommended approval of the PUD Amendment. <br />Mr. Frank Frattalone reviewed the changes he is proposing for fencing at <br />his site. Frattalone indicated that he is requesting to install a 6-foot high <br />fence rather than 8-foot, noting that the fence is for security purposes to <br />protect his property and will be screened with landscaping. He also <br />reported that he obtained a permit from the St. Paul Water Department to <br />extend his parking lot onto their property. The City Planner indicated that <br />the parking meets City Code requirements and exceeds the minimum <br />number of parking spaces required. The Planner also indicated that the <br />fencing and screening proposed by Frattalone meets Code requirements. <br />Council discussed the timing for completion of fencing and screening, and <br />Frattalone indicated that he would complete the work within 30 days. <br />Frattalone described the wood chip path he is installing on his property <br />along Blacktern Pond, noting that the trail wilt contim~e behind the <br />Blacktern Townotfices and connect to Country Drive. <br />Frattalone raised the issue of his park dedication requirement for this <br />development. Frattalone indicated it was his understanding that the trail <br />would satisfy this requirement. The City Administrator reported that he <br />has reviewed past meeting minutes and dedication of a trail easement was <br />a requirement of the St. Paul Water Department at the time they <br />subdivided the property.
