MEETING <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (5) LaValle, Blesener, Anderson, Montour, Fahey. <br />Nays (0). Resolution declared adopted. <br />LIQUOR Blesener introduced the following resolution and moved its adoption: <br />& TOBACCO <br />LICENSE <br />RENEWALS RESOLUTION NO. 2004-5-112 -APPROVING TILE RENEWAL OF <br />LIB UOR AND TOBACCO LICENSES FOR 2004 AS <br />RECOMMEM)ED BY CIL'Y STAFF <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Blesener, LaValle, Fahey, Montour, Anderson. <br />Nays (0). Resolution declared adopted. <br />G94/RICE Mr. Jim Tolaas, Ramsey County Public Works, appeared before <br />STREET this Council to review various concepts for permanent rerouting of traffic <br />in conjunction with the replacement of the Rice Street bridge over 694. <br />Tolaas indicated that as part of the bridge reconstruction, the County is <br />looking for ways to improve the 694/Rice Street interchange noting the <br />large traffic volumes in this area and the need to resolve existing traffic <br />problems. He reviewed details of the 2002 Cooperative Land Use Study <br />which looked at impacts to surrounding land uses and redevelopment as a <br />result of interchange project. He indicated that the County has been <br />modeling various configurations including a full diamond interchange and <br />partial cloverleaf designs, and it appears that the partial cloverleaf design <br />would best work for the area. Tolaas noted that there are also land <br />implications that must be studied and the resulting cost implications of the <br />various designs. <br />'Tolaas pointed out the problems with connection of Vadnais Blvd. to Rice <br />Street in such close proximity to the 694 ramps. Various scenarios are <br />being considered to resolve this problem which include relocating Vadnais <br />Blvd. further to the north as well as eliminating the connection entirely. <br />Tolaas noted that as part of the Vadnais Blvd. issue, the County is also <br />looking at eliminating the connection of Twin Lake Blvd. to Vadnais <br />Blvd. and replacing that connection with a Twin bake Blvd. fly-over <br />20 <br />
