MINUTES <br />CITY COUNCIL <br />MAY 26, 2004 <br />Anderson noted that under the Twin Lake Blvd proposal, Little Canada <br />bears the brunt of the negative impacts while Ramsey County maximizes <br />the development potential of their property in Shoreview. Anderson <br />suggested that given the land value implications to property owners along <br />Twin Lake Blvd. and the impact to Little Canada, there should be sharing <br />of the financial rewards that other cities and the County will actualize. <br />Blesener recommended that the County conduct a neighborhood meeting <br />with impacted property owners. Fahey suggested that the County will <br />likely receive the same reaction from Twin Lake property owners as the <br />Council expressed this evening. Anderson suggested that the County first <br />determine whether or not this is a viable option before conducting a <br />neighborhood meeting. Fahey suggested that the County consider other <br />options given the negative impact to Little Canada. Fahey pointed out that <br />cost should not be the compelling criteria in the evaluation of the options. <br />LOWER The City Administrator reviewed his report recommending that the <br />INTEREST interest rate on the loan to the Historical Society for their addition be <br />RATE FOR lowered from 6.5% to 4% effective back to January 1, 2003. The basis <br />IIISTORICAL for this reduction is the change in economic conditions and lower interest <br />SOCIETY rates from the time the loan was first made. <br />Mr. Montour introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2004-5-113 - APPROVING A 4 % INTEREST <br />RATE FUR THE HISTORICAL SOCIETYI,OAN EFFECTIVE <br />.IANUARY 1, 200313ASED ON THE RECOMMENDATION OF TIDE <br />CITY ADMINISTRATOR <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (5) Montour, Blesener, Fahey, LaValle, Anderson. <br />Nays (0). Resolution declared adopted. <br />MAACO Mr. llick Reeves, Maaco Auto Body, appeared before the Council <br />reporting that he has outgrown his site on Country Drive. Mr. Reeves <br />reported that he would like to relocate in the same general area, and was <br />interested in occupying approximately '18,000 square feet of the former <br />Knox building on Country Drive. Total building size is approximately <br />46,000 square feet. That property is currently zoned Planned Unit <br />Development, and the issue is Maaco's need for outdoor storage. <br />Fahey indicated that the outdoor storage use would likely require a Text <br />Amendment, and Fahey indicated that it extremely unlikely that such an <br />amendment would he approved.
