MINUTES <br />CITY COUNCIL <br />JUNE 9, 2004 <br />that, at a minimum, a round up be authorized at the Lakeside and Market <br />Place ponds to protect the plantings at those ponds. The Administrator <br />indicated that he did not make a broader recommendation based on last <br />year's discussion, but pointed out that he has had geese complaints from <br />property owners abutting East and West Savage Lakes. <br />Fahey felt that a round up was necessary as there are too many geese and <br />they have become a nuisance. Fahey felt that the public input the City has <br />received was more indicative of the geese being a nuisance than in support <br />of protecting the geese. Blesener agreed that the geese are a nuisance. <br />Terry Jansen, Demont Avenue, submitted a petition signed by 10 of the 12 <br />property owners along Demont Avenue abutting Savage Lake. This <br />petition requests the round up of all the geese on Savage Lake due to the <br />nuisance factor. Jansen pointed out that City staff has been out with the <br />goose gun and it has been ineffective. Jansen reported that in addition to <br />taking over backyards, the geese are now invading front yards as well. <br />Blesener pointed out that the geese move from pond to pond and in order <br />to be effective the round up should occur at all problem areas. Fahey <br />agreed. Blesener indicated that a round up is likely to be needed every <br />year, and will be ineffective if we do not do all the ponding areas. <br />Mr. LaValle introduced the following resolution and moved its adoption <br />RESOLUTION NO. 2004-6-125 -AUTHORIZING THE UNIVERSITY <br />OF MINNESOTA TO CONDUCT ACITY-WIDE COOSE ROUND UP <br />AND INSTRUCTING CITY STAFF TO CONTACT ST. JUDE <br />MEDICAL AND ST. JOHN'S SCHOOL TO REQUEST COST <br />SHARING FOR THE ROUND UP <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (5) LaValle, Blesener, Anderson, Fahey, Montour. <br />Nays (0). Resolution declared adopted. <br />WATER The City Administrator reviewed his memo dated June 4, 2004 relative <br />SYSTEM to options for the City's water system. He reported that the St. Paul <br />OPTIONS Regional Water System has regressed in their offer of a takeover of City's <br />water system. The Administrator indicated that the best option for the <br />City at this point is to retain the water system and negotiate with St. Paul <br />on the wholesale water rate. The Administrator indicated that Little <br />Canada's contract with St. Paul is up in 2007 or 2008, but St. Paul has <br />indicated a willingness to open negotiations on the rate at this time. <br />It was the consensus of the Council to open negotiations with St. Paul on <br />water rates. <br />10 <br />
