MINUTES <br />CITY COUNCIL <br />JUNE 9, 2004 <br />Dick and Nancy Wagner, 3105 Edgerton Street, appeared before the <br />Council and expressed concern about an assessment for the street <br />reconstruction and the addition of curb and gutter. Nancy Wagner pointed <br />out that the ditches will remain adjacent to their property. She also <br />indicated that the raising of the Edgerton Street bridge by 4 %z feet will <br />have a great impact on their property. There are also issues with noise <br />given the expansion of the number of traffic lanes on 694. <br />Fahey felt that this was a unique project given the significant changes for <br />the area. Fahey again indicated that if the consensus is to assess for the <br />road reconstruction, then an appraisal should be done to measure the <br />benefits received. <br />LaValle asked if about the slope of the Wagner driveway. Mrs. Wagner <br />replied that the road elevation will increase substantially in fi•ont of her <br />property, therefore, their driveway elevation will increase as it approaches <br />Edgerton Street. The driveway will slope down From Edgerton Street and <br />toward their house. The ditches along Edgerton are very steep now and <br />difficult to maintain. Mr. Wagner indicated that he hopes the ditches are <br />filled in to the extent that this area will be easier to maintain. Mrs. <br />Wagner pointed out that their house is lower than Edgerton now, and the <br />proposal is to raise Edgerton Street even more. <br />Fahey again pointed out the policy questions before the Council. Those <br />are whether to assess for the road reconstruction, and if so, should <br />appraisals be obtained to measure benefits received. <br />Anderson stated that he did not want to pay for an appraisal. Anderson <br />pointed out that current policy is to assess when the City incurs costs. <br />Anderson noted that this is a County road reconstruction project, and the <br />City is not incurring road reconstruction costs. As a result, Anderson did <br />not support a road assessment. <br />Blesener stated that he understood Mr. Anderson's position, but noted the <br />issue of the future improvement of the rest of County Road D and <br />Edgerton Street and assessing for that future improvement. Blesener felt it <br />was a question of equity between this project and the future project. <br />Fahey asked if the City has assessed for roadwork that was a part of any <br />other County projects. The City Administrator pointed out that the City <br />assessed for the improvement of Little Canada Road, which has now been <br />turned back to the City. <br />Fahey asked if the Administrator's suggestion was that because of the cost <br />to the City for the storm sewer work, the City should assess for the road <br />reconstruction. <br />4 <br />
