He also noted the grade impacts to adjacent properties given the <br />raising of the Edgerton Street bridge. <br />The City Administrator indicated that typically the County does recycle <br />projects on its roadways, not full reconstruction. He also noted that iu the <br />future the remaining sections of County Road D and Edgerton Street will <br />be reconstructed and the City will incur costs and will assess for those <br />costs as part of those future projects. The City Administrator agreed that <br />the impact of the elevation change may make the benefits received from <br />the road reconstruction more questionable. <br />Fahey felt that if the City were to consider a street assessment, then <br />appraisals should be done to measure the benefits received. Another <br />option maybe to defer the street portion of the assessment until the <br />remainder of County Road D and Edgerton Street is reconstructed to urban <br />standards. Fahey asked what the City's costs are as part of the County's <br />road reconstruction project. <br />The City Administrator indicated that the County will be charging the City <br />for 75% of the cost of concrete curb and gutter, shoulder costs, and 100% <br />ofright-of--way acquisition. Another major cost to the City is for storm <br />sewer improvements. The City Administrator felt that the City would <br />have a difficult time proving benefits received if the street assessment is <br />delayed until the time that the remainder of County Road D and Edgerton <br />Street is reconstructed. <br />The Public Works Director pointed out that the County's road <br />reconstruction project is not a pure urban section given that catch basins <br />will be installed behind the concrete curbing. The ditches will not be <br />eliminated, there will be some level of ditch retained behind the curb. <br />The City Administrator pointed out that the ditches can only be filled so <br />far because the elevation of the existing houses will serve as the control <br />point. <br />Fahey agreed that the cost of the water main should be assessed. He noted <br />that the City has not assessed for storm sewer improvements, and felt that <br />policy should be continued. Fahey suggested that if the decision is to <br />assess for the street improvement, appraisals should be done to determine <br />the degree of benefit received. <br />Blesener felt that the concrete curb and gutter was a definite improvement, <br />but agreed that appraisals should be done to determine the degree of <br />benefits received from the street reconstruction. Blesener supported an <br />assessment for the water main improvement. <br />Fahey opened the public hearing to comments from the general public. <br />
