MINUTES <br />CITY COUNCIL <br />JUNE 9, 2004 <br />Blesener again stated that he would like to see an appraisal done to <br />determine the amount of benefit. Any assessment for the road <br />reconstruction would be based on benefit. LaValle asked what would <br />happen if the appraisal shows the project to be a detriment to the <br />individual properties. Blesener replied that then there would be no <br />assessment. <br />Anderson indicated that if the City is essentially assessing for the cost of <br />storm sewer, then the City's policy should be changed and all storm sewer <br />improvements assessed for. Anderson pointed out that the assessment <br />policy is based on assessing for the City's costs in a project. There are no <br />costs to the City for the road reconstruction. <br />Fahey noted that the City does not assess its full costs pointing out that it <br />assesses at a capped rate. This equalizes the benefits across the City. <br />Fahey also pointed out the broader perspective that the future <br />improvement of the remainder of Edgerton Street will be assessed. Those <br />property owners will question why the properties on the corner of <br />Edgerton Street and County Road D were not assessed for road <br />improvements. Fahey agreed, however, that this is a unique situation <br />given the large amount of participation from the County and the <br />substantial impacts of the Unweave the Weave project on the area. <br />Don Heinel noted that they own the vacant lot on County Road D. Heinel <br />indicated that this lot is unbuildable given he does not have access to <br />County Road D and could not comply with the City's pipeline setback <br />policy. Fahey indicated that if the lot is unbuildable, it would not be <br />assessed. <br />Dawn Wilkus, 622 County Road D, indicated that the road elevation will <br />be raised 2 '/z feet in front of her garage. Wilkus was concerned about <br />drainage flowing into her driveway and garage. Wilkus was also opposed <br />to a road reconstruction assessment given that the City will not be <br />incurring road reconstruction costs. Wilkus also pointed out the negative <br />impacts that the Unweave the Weave project will have on the area in terms <br />of noise. <br />Don Heinel pointed out that the future improvement of the remainder of <br />Edgerton Street may have more benefit to those impacted property owners <br />should the County decide to undercut Edgerton, lower the street grade, <br />eliminate ditches, and improve the positive flow of runoff from the <br />abutting properties to the street. <br />The City Administrator pointed out that the City is incurring $180,000 in <br />storm sewer costs as part of this project. Those costs are typically not <br />assessed because of the difficulty in proving benefits received for stone <br />
