MINUTES <br />CITY COUNCIL <br />JUNE 9, 2004 <br />sewer improvements. The Administrator indicated that the City requested <br />additional storm sewer improvements be included in the Unweave the <br />Weave project as this was an opportunity to better handle some existing <br />drainage situations. <br />Fahey pointed out that the increasing grades of the roadway as you get <br />closer to the intersection of County Road D and Edgerton Street. The <br />proposed increase in grades will likely have a negative impact on benefits <br />received from the road reconstruction project. Fahey felt this was a good <br />basis to not assess for the road reconstruction. He also noted the <br />additional reasons outlined in the City Administrator's report dated June 4, <br />2004. <br />The consensus of the Council was to not assess for the road <br />reconstruction. <br />There was no one else from the general public present wishing to <br />comment on this matter. <br />Upon motion by Fahey, seconded by LaValle, the public hearing was <br />closed. <br />Mr. Fahey introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2004-6-119 -ORDERING IMPROVEMENT NO. <br />2004-13, EDGERTONAND COUNTYROAD D, AND INSTRUCTING <br />THE CITY ENGINEER TO PREPARE PLANS AND <br />SPECIFICATIONS, WITH THE INDICATION THAT GIVEN THE <br />UNIQUE NATURE OF THIS PROJECT AND THE COUNTY'S AND <br />STATE'S INVOLVMENT IN THE PROJECT, THE CITY WILL NOT <br />ASSESS FOR THE ROAD RECONSTR UCTION PORTION OF THE <br />PROJECT, BUT DOES INTEND TO ASSESS FOR THE <br />WATERMAIN PORTION OF THE PROJECT <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (3) Fahey, LaValle, Anderson. <br />Nays (2) Blesener, Montour. Resolution failed. <br />Blesener indicated that he voted against the motion as he would like to <br />order appraisals to determine the level of benefits received from the road <br />reconstruction before deciding whether or not to assess for that portion of <br />the project. <br />The City Attorney indicated that given this is aCity-initiated project, it <br />will take four affirmative votes of the Council to order the improvement. <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />
