Fahey <br />noted that there was no action required on this issue. <br />ENGINEERING The City Administrator presented the engineering transition plan <br />TRANSITION addressing the transition of City Engineering services from Howard R. <br />PLAN Green Company to Elfering & Associates. The City Administrator <br />highlighted two minor revisions to the proposed plv~. <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />RESOl. Resolution declared adopted. <br />ENGINEERING 'T'he City Administrator reviewed the proposed engineering contract with <br />CONTRACT Elfering & Associates including several wording changes recommended <br />WITH by the City Attorney. The City Administrator recommended approval <br />ELh'ERING of the contracC as presented. <br />ASSOCIATES <br />Julie Trude, Andover, Minnesota, appeared before the Council and asked <br />if Elfering & Associates had the written, legal authority to take Hidden <br />Acres files from Howard R. Green as part of this agreement. Trude <br />suggested that the Cowicil table action on this agreement given there were <br />a number of questions relative to the agreement. Trude suggested that <br />adoption of the agreement may compromise the Hidden Acres situation. <br />Trude reported that she has contacted Howard R. Green and was informec <br />that Lee Elfering did not have the authority Yo remove files from their <br />office. <br />The City Attorney noted the engineering transition plan that was just <br />adopted by the Council noting that Howard R. Green has agreed to this <br />transition plan, which addresses Hidden Acres in paragraph 1V. Fahey <br />noted that there was no reason not to vote on the engineering contract this <br />evening pointing out that the issue of Hidden Acres has been addressed. <br />Trude pointed out that according to the agreement, Howard R. Green <br />Company (HRG) will no longer be the City Engineer. Trude indicated <br />that it was her understanding that the Hidden Acres pond is being <br />constructed in accordance with the July 3'l, 2004 grading and drainage <br />13 <br />
