MINUTES
CITY COUNCIL
AUGUST 25, 2004
plan. Trade reported that H,RG has not reviewed these plans, and she
wanted to ensure that everything is being covered during the interim
period when City engineering services are being transferred from HRG to
Elfering & Associates. Trade reported that when she contacted HRG on
August 13°i, she was informed that H.RG had not reviewed nor approved
the July 31s' grading and drainage plans.
The City Administrator reported that Lee Elfering has always been the
point person for the Hidden Acres development, both as an employee of
HRG and after leaving the frm. The Administrator indicated that Elfering
will asswne responsibility for the Hidden Acres development as part of the
engineering transition plan. The Administrator noted that as part of the
transition, he instructed HRG not to assign a new engineer to the Hidden
Acres development as that development would be taken over by Elfering
& Associates. Therefore, there was a short period of time when it
appeared that there was no engineering coverage of this project.
Trade asked if there will now be one engineer on the job, and asked if Lee
Elfering has reviewed and approved the July 31" grading and drainage
plan. Elfering replied that he has reviewed the plan. Ile indicated that the
July 3l" grading and drainage plan is the result of his review and
comments on the initial grading and drainage plan. Elfering reported that
as long as all the issues he has raised in reviewing the grading and
drainage for Hidden Acres have been addressed, he has approved the plan.
Trade asked if he was reterring to the July 3l" grading and drainage plan.
Elfering replied that he was. Trade asked if the July 31" grading and
drainage plan is the plan that Elfering endorsed. The City Administrator
replied that the July 3 ]" plan is the only grading and drainage plan that is
approved for Hidden Acres. There was previous discussion about the
potential for a plan with berms, however, that plan has not been presented
or approved.
Mr. Blesener introduced the following resolution and moved its adoption:
RESOLUTION NO. 2004-8-194 -APPROVING, THE CITY
ENGINEERING CONTRACI'AS I?RESENTED AND MODIFIED ]3Y
T IIE CITY AI'TORNEYAND A UT HORIZING T /IE MAYOR AND
CITYADMINISTRAT072 TO Ea'ECUTE ON ]3EIIALF OF THE CITY
The foregoing resolution was duly seconded by LaValle-
Ayes (5) 131esener, LaValle, Fahey, Montow~, Anderson.
Nays (0).
