MINUTES <br />CITY COUNCIL <br />SEPTEMB>R 8, 2004 <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (2) Fahey, Montour. <br />Nays (Z) Blesener, LaValle. Resolution denied. <br />It was noted that the City Council must adopt the preliminary 2005 Budget <br />by September 15`x'. Given the issue of the City's Fire Relief contribution <br />level, the Council discussed having a special meeting with the Fire .Relief <br />Association prim to September 15°i to resolve the contribution level issue. <br />It was noted that at the last Fire Re]iefBoard meeting, the City <br />Administrator indicated that he would do some research relative to <br />pension levels and report back at the next meeting. The Administrator <br />indicated that he was not sure he could have that research completed <br />within the next few days. <br />The Cowrcil continued its discussion of the contribution level, with <br />LaValle and Blesener indicated that while they were not opposed to a <br />benefit level ina'ease, they were not comfortable with the $42,000 City <br />contribution level. There was also discussion on Che performance of the <br />pension fund and the need to address investment practices. <br />LaValle suggested that the preliminary budget include a $30,000 City <br />contribution level at this point for discussion purposes. It was then <br />suggested that at the time that the City Administrator's research is <br />completed, a meeting of the Council and Fire Relief Board can be called to <br />thoroughly discuss the issue. <br />The City Administrator indicated that a $30,000 contribution level would <br />put the gross level amount at $2,132,332 resulting in a gross levy increase <br />of 1.4%. <br />Montour noted that setting the contribution level at $30,000 does not mean <br />that this is the level agreed to by the City.
