MINUTES <br />CITY COUNCIL <br />SEPTEMBER 8, 2004 <br />2005 The Comicil reviewed the 2005 Preliminary Budget as was presented <br />PRELIMINARY at the Budget Workshop meeting immediately proceeding the Council <br />BUDGET meeting. <br />The City Administrator indicated that to increase the budget to reflect a <br />$42,000 contribution by the City to the Fire Relief Association would <br />increase the gross levy amount to $2,144,753, which results in a 1.99% <br />increase to the gross levy and a 2.38% increase to the net levy. <br />Fahey stated that by increasing the contribution amount in the preliminary <br />budget to $42,000, he is not suggesting that that will be the amount <br />contributed by the City. Fahey suggested that the amount may need to be <br />decreased, but at this point he would not feel comfortable adopting a <br />budget that limits the City's abilities in that area. <br />Blesener indicated that he would support a contribution amount higher <br />than the $'15,000 included in the preliminary budget, but would not <br />support a $42,000 contribution level. <br />Montour indicated that he agrees with the Mayor to include the $42,000 <br />contribution level in the budget at this point with further discussions to <br />occur as the City moves through the budget process. Montow- stated it <br />would be his goal to achieve a 0% net levy increase. <br />LaValle stated that he was uncomfortable with the $42,000 Fgure. <br />Blesener suggested a figure about half way between $15,000 and $42,000. <br />Fahey suggested that the end result may be that the City will not move off <br />the $75,000 figure, but suggested that until there is a full discussion of the <br />issue, that the amount be set at $42,000. <br />Blesener indicated that he has some basic feelings about the level of City <br />contribution to the Fire Relief Fund, and is not comfortable with the <br />$42,000. LaValle stated that this was his position as well. <br />Mr. Fahey introduced the following resolution and moved its adoption: <br />RESOL U770N NO. 2004-9-209 - CERTIFYING T HE 2005 <br />PRELIMINARY BUDGET GROSS LEVY AT $2,14A, 953 WFIICH <br />WOULD A]_I OW CONTINUATION OF THE CITY'S CURRENT <br />FIRE RELIEF CONTRIBUTIONLEVEI_ WI717 FURTHER REVIEW <br />OF THAT L EVEI. BY TILE CITY COULD AND WITH T HE <br />UL TIMATE GOAL, TO GET THE CITY'S 2005 NET LEVYAS CLO.S'E <br />TO A 0 % INCREASE AS' POSSIBLE <br />
