MINUTES OF THE SPECIAL MEETING <br />CITY COUNCII, <br />LITTi,E CANADA, MINNESOTA <br />OCTOBER 20, 2004 <br />Pursuant to due call and notice thereof a special meeting of the City <br />Council of Little Canada, Minnesota was convened on the 20th day of <br />October, 2004 in the Council Chambers of the City Center located at 515 <br />Little Canada'Road in said City. <br />Mayor Michael L Fahey called the meeting to order at C:45 p.m. and the <br />following members of the City Council were present at roll call: <br />CITY COUNCIL <br />Mayor <br />Council Member <br />Council Member <br />Cowicil Member <br />Mr. Michael I. Fahey <br />Mr. Bill Blesener <br />Mr. Rick Montour <br />Ms. Barbara Allan <br />ABSENT <br />Council Member <br />Mr. Jim L,aValle <br />ALSO PRESENT: City Administrator Mr. Joel R. Hanson <br />City Engineer Mr. Lee Elfering <br />Deputy Clerk Ms. Kathy Glanzer <br />IMP. NO. Mayor Fahey opened the Public Hearing to consider adoption of the <br />2004-10 assessment for the Middle Street improvement from Little Canada Road to <br />MIDDLE Market Place Drive by road reconstruction, watermain, sanitary sewer, and <br />STREET storm drainage improvements. <br />7"he City Engineer reviewed project costs noting that the estimated actual <br />costs are lower than feasibility estimates. Project costs are as follows: <br />Project Costs Assessable Costs <br />Street $244,000.00 $129,083.85 <br />Watermain $41.,547.33 $41,547.33 <br />Sanitary Sewer $16,7]3.88 $16,713.88 <br />The Engineer reviewed the City's Convnercial Assessment Policy which <br />provides that the street is assessed at 80% of street reconsU uctions costs <br />with curb and gutter assessed at 100% of cost and no assessment for storm <br />sewer improvements. The maximum commercial street assessment rate is <br />$105.00 per fi~out foot 100% of sanitary sewer and watermain costs are <br />assessed. <br />The Engineer then reviewed assessment payment methods noting that <br />property owners have 30 days from adoption of the assessment roll to pay <br />the assessment in full or in part with no interest.
