MINUTES OF THE SPECIAL MEETING CITY COUNCII, LITTi,E CANADA, MINNESOTA OCTOBER 20, 2004 Pursuant to due call and notice thereof a special meeting of the City Council of Little Canada, Minnesota was convened on the 20th day of October, 2004 in the Council Chambers of the City Center located at 515 Little Canada'Road in said City. Mayor Michael L Fahey called the meeting to order at C:45 p.m. and the following members of the City Council were present at roll call: CITY COUNCIL Mayor Council Member Council Member Cowicil Member Mr. Michael I. Fahey Mr. Bill Blesener Mr. Rick Montour Ms. Barbara Allan ABSENT Council Member Mr. Jim L,aValle ALSO PRESENT: City Administrator Mr. Joel R. Hanson City Engineer Mr. Lee Elfering Deputy Clerk Ms. Kathy Glanzer IMP. NO. Mayor Fahey opened the Public Hearing to consider adoption of the 2004-10 assessment for the Middle Street improvement from Little Canada Road to MIDDLE Market Place Drive by road reconstruction, watermain, sanitary sewer, and STREET storm drainage improvements. 7"he City Engineer reviewed project costs noting that the estimated actual costs are lower than feasibility estimates. Project costs are as follows: Project Costs Assessable Costs Street $244,000.00 $129,083.85 Watermain $41.,547.33 $41,547.33 Sanitary Sewer $16,7]3.88 $16,713.88 The Engineer reviewed the City's Convnercial Assessment Policy which provides that the street is assessed at 80% of street reconsU uctions costs with curb and gutter assessed at 100% of cost and no assessment for storm sewer improvements. The maximum commercial street assessment rate is $105.00 per fi~out foot 100% of sanitary sewer and watermain costs are assessed. The Engineer then reviewed assessment payment methods noting that property owners have 30 days from adoption of the assessment roll to pay the assessment in full or in part with no interest.
