MINUTES <br />CITY COUNCIL <br />OCTOBER 20, 2004 <br />certify the assessment balance to Ramsey Cowity for collection with <br />property taxes. The assessment balance will be spread for 10 years at <br />5.5% interest. 1t was pointed out that after certification of the assessment <br />to the County, it could still be paid off in full at any time. However, <br />payment should be made prior to November 15 of any given year. After <br />November I5°i, the next year's interest is added to the assessment balance. <br />There was no one present from the general public wishing to comment on <br />this assessment. No oral or written objections to the assessment were <br />received. <br />Upon motion by Blesener, seconded by Fahey, the public hearing was <br />closed. <br />M, r. Ttesolution declared adopted. <br />IMP. NO. Mayor Fahey opened the Public Bearing Yo consider adoption of the <br />2002-OG - assessment roll for the improvement of Twin Lake Blvd. by watermain <br />TWIN LAKE installation and Twin Lake Road and Twin Lake Trail by watermain <br />AREA installation, road reconstruction, including concrete curb and gutter, and <br />storm drainage enhancements. <br />Fahey acknowledged that there have been delays in the construction <br />process for the Twin Lake Area, and noted that the City has a liquidated <br />damages provision in its contract with the contractor. The City will be <br />looking at the issue to determine if the delays were beyond the control of <br />the contractor, or whether it should enforce the liquidated damages clause. <br />Fahey also indicated that if there are issues with driveway restoration, <br />punch list items that need completion, etc., that property owners discuss <br />these concerns with the City's Public Works Director. <br />Fahey indicated that tonight's Public Hearing is an opportunity for <br />property owners to file a written or oral objection to their proposed <br />assessment. First, however, the City Engineer will review project costs <br />and assessment specifics. <br />
