Determination by the Council that requiring an immediate <br />or partial payment would impose no hardship. <br />The City Administrator pointed out that the handouts include two sample <br />amortization schedules of assessment amounts depicting the payments <br />over aten-year period at 5.5% interest. <br />Don Williams asked about payment of the assessment amount within the <br />30-day period- The City Administrator indicated that the 30-day period <br />commences fi'om the adoption of the assessment. During that 30-day <br />period, payment is made to the City. <br />Keith Cook indicated that road improvement looks great and he is very <br />happy that the City provided Little Canada water to the neighborhood <br />rather than Vadnais Heights water. Cook reported that his concern is that <br />the properties in the neighborhood received standard driveway aprons <br />except for two. "I'he properties that received more than the standard apron <br />were 3333 Twin Lake Road and 3280 Twin Lal<e Road. It was reported <br />that the rumor in the neighborhood is that these properties received more <br />than the standard replacement at no additional cost to them. Diane <br />I3aciagalupo indicated that she heard the same rumors and wondered what <br />other things were done that the property owners will bear the cost of in <br />their assessment. <br />The City Engineer indicated that he would have to look into the matter. <br />He indicated that it is typical when a contractor is working in a <br />neighborhood for individual property owners to deal directly with the <br />contractor for additional work, such as driveway replacement. The <br />Engineer indicated that the cost of replacing someone's driveway would <br />not be paid for as part of the City's improvement contract. <br />Fahey suggested that the City Engineer and City Administrator research <br />this matter and reporC back Fahey stated that the City has no interest in <br />paying for new driveways for individual properties. If there was a <br />misunderstanding on the part of the contractor, the contractor will have to <br />bear these costs. <br />Diane Baciagalupo indicated that when they built their home 30 years ago, <br />they had copper water pipe laid in their front yard in the event that City <br />watermai^ was installed. However, the project inspector was not willing <br />to spend the time to locate this piping, yet a lot of extra time was spent in <br />driveway replacement for the two properties mentioned- <br />4 <br />
