MINUTES <br />CITY COUNCIL <br />OCTOBER 20, 2004 <br />The City Administrator indicated that there was the need for some <br />easement acquisition in the area. If the driveway replacement was a <br />means of compensating for au easement, all properties that ;ranted <br />easements should be treated the same way. <br />Cook indicated that his concern in bringing the matter up is that al( <br />property owners are treated equitably. <br />,Fahey indicated that staff will determine what was done and will report to <br />the properly owners as a whole. <br />Blesener asked what would be the normal procedure for driveway <br />replacement. The City Engineer indicated that driveways are replaced as <br />far back as necessary to match the grade. The City Engineer also noted <br />that driveway aprons are concrete in order to protect the street cw~bing. <br />Fahey asked if the assessment roll would need to be amended to include <br />the cost of driveway replacement if it is deemed that these properties <br />should have been charged for the work. The City Administrator indicated <br />that if it is determined that the cost of the driveway must be assessed, a <br />public hearing would be necessary and a supplemental assessment roll <br />levied. <br />Mary Telega asked about the assess~roent to the Hamel Courts lots. The <br />City Administrator explained the methodology for assessing hIamel Courts <br />for street and watermaiu, pointing out that iu addition to the City <br />assessment for the Twin L,aI<e Area improvement, the developer paid for <br />the installation i-Iamel Court. <br />One of the property owners asked about a stop sign at Hamel Court and <br />Twin Lake Road. The Administrator stated that a stop sign would be <br />installed on Hamel Court Cook suggested that the stop sign at Twin Lake <br />Blvd. and Twin Lake Road be re-established as soon as possible. The City <br />Engineer indicated that mailboxes would be re-established as soon as the <br />boulevard grading and seeding is completed. The second lift of blacktop <br />will be installed in the spring or early summer of 2005. This allows the <br />winter months for settlement to occur and repairs made, if necessary, prior <br />to the second lift of blacktop being up on. <br />The Public A>/orks Director indicated that when plowing the sri~eet this <br />winter, the plows will stay away from t9ie curb so as not to chip or damage <br />it. He asked for the propel Yy owners understanding and cooperation <br />dm'ing this first plow season before the final lift is put on. <br />5 <br />
