MINUTES <br />CITY COUNCIL <br />OCTOBER 27, 2004 <br />Cliff Aichinger, Watershed District, indicated that in addition to <br />determining if emission standards are being met, the PCA has staff that <br />will evaluate odor emissions. The Council indicated that the PCA should <br />be contacted relative to the odor evaluation that will occur at the time the <br />stove is being tested. It was noted that during testing, the wood burning <br />heat source will be allowed to run for one week. <br />Kim Wa(stad, Yorkton Ridge, noted that there is also the issue of what is <br />being burned in the stove. He indicated that at one point there was a <br />plastic smell coming from the stove. <br />Fahey indicated that in considering the issue, the City will have to factor <br />in the enforcement issue. Fahey felt that the testing should occur, the <br />i=acts gathered, and then a reasonablejudgment made. <br />Blesener agreed that the waiver should be granted at this time. He <br />indicated that in moving to deny the CUP for the wood burning heat <br />source, his concern was with the various site plans that the property owner <br />had been submitting for the property.
