MINUTUS <br />CITY COUNCIL <br />ocro~L~ a~, aooa <br />LaValle felt that the Council has handled requests for oversized garages <br />fairly in considering lot size and character of the neighborhood. LaValle <br />felt there was no need to change the ordinance. <br />Fahey stated that unless the Council wants to amend the ordinance, he did <br />not support the Pugleasa CUP request. Fahey asked if the consensus was <br />to table the CI1I' request and consider an ordinance amendment. <br />The City Planner indicated that it is always easier if the ordinance contains <br />very specific criteria for considering CUP requests. The Planner indicated <br />that the Planning Commission came up with a solution which they thought <br />was good for both the City and the property owner. <br />Allan felt that if the City approved this CUP request, it would be faced <br />with many similar requests. IIlesener stated that when he fist looked at <br />this, he thought the Planning Commission came up with a reasonable <br />position. Blesener indicated he changed his mind, however, given the <br />point raised by ;LaValle regarding subsequent owners of the property being <br />held to a CUP that restricts the ability to have an accessory shed. <br />Fahey asked if there was anyone from the general public wishing to <br />comment on this matter. <br />Pugleasa pointed out the improvements he made to his property, which <br />benefit the appearance of the neighborhood. He also noted that his family <br />has six vehicles, and felt it would be better to have these vehicles and <br />other lawn equipment, etc. stored inside a garage. Pugleasa pointed out <br />that his neighbors have no problem with the garage he is requesting. <br />Fahey indicated that the issue is one of consistency and reasonableness, <br />and approval of a CUP is not automatic. Fahey indicated that the Council <br />will not be pressured into approving the CUP because Mi~. Pugleasa has <br />ah~eady begun the block work for the garage. <br />Pugleasa indicated that it would not be a difficult thing to move the blocks <br />in making the garage smaller. I~3e indicated that he could then construct an <br />accessory shed on the extra concrete behind the garage. Pugleasa <br />questioned which was preferable, the garage at 1,720 square feet or a <br />garage at '1,000 square feet with a l20 square foot accessory shed behind. <br />Pugleasa pointed out that the garage will meet the City's setback <br />requirements. I-Ie further noted that he would place the narrow side of the <br />garage facing the street, and indicated that the garage would be placed so <br />as not to impact anyone's view. Pugleasa also pointed out that the gazebo <br />on the property is a temporary structure. Pugleasa felt the garage he is <br />proposing would improve his property value as well as that of his <br />neighbors. <br />
