MINUTES <br />CITY COUNCIL <br />NOVEMBER 10, 2004 <br />Administrator suggested that Mr. Howe be required to share in the cost of <br />this appraisal. <br />RICE The City Administrator pointed out a potential redevelopment area along <br />STREET Rice Street uoii~h of the All American Recreation building and south of the <br />POTENTIAL Tacheny Townoffice buildings. He noted that the property at 2968 Rice <br />REDEVELOP- Street is currently for sale. He described each of the properties, noting <br />MENT AREA that there have been code enforcement issues on each of these sites. The <br />City Administrator also pointed out the potential to utilize TIF assistance <br />in redeveloping this area. <br />Fahey suggested that the Administrator have George Sherman look at this <br />area. to determine if he has interest in redeveloping it. <br />CHARTER The City Administrator reported the proposed development of an <br />SCHOOL Agricultural Charter School in the City of Vadnais Heights on a four <br />IN acre site between Vadnais Blvd. and Twin Lal<e Blvd. Access to the <br />VADNAIS school will be via Vadnais Blvd. The Administrator indicated that other <br />HEIGHTS than the fact that the school is seeking connection to ,Little Canada's <br />sanitary sewer system, there is not much impact to Little Canada. <br />XCEL The City Attorney reviewed the September l4, 2004 letter from <br />ENERGY Fredrikson & Byron, attorneys representing Xcel Energy, relative to <br />PARKING the issue of Xcel's use of their substation site at Rice Street and <br />AT RICE/ Woodlyn Avenue for parking of tree trimming vehicles. The City <br />WOODLYN Attorney indicated that the law firm indicates that they have evidence <br />SUBSTATION relative to the historical use of this property to store equipment, <br />SITE including tree tri~mning trucks, since before 1964. The City Attorney <br /> indicated that Little Canada had hoped to put together evidence that this <br /> use did not exist prior to 1964 and/or there has been the abandonment of <br /> that use for extended periods of time in subsequent years. The City <br /> AYtor~ey reported that other than Bruce Kath, the City has been unable to <br /> locate witnesses to that effect. <br />The City Administrator agreed that 'Bruce Kath has been the only witness <br />identified. Mr. Kath claims that there was no use of that site Por storage <br />purposes prior to 1964. The Administrator pointed out that the City has <br />been unable to locate the previoas owner of the adjacent mobilehome <br />park, nor any residents of the park from the 7 960's timeframe. The <br />property owners on the Roseville side of Rice Street have only lived in <br />their homes for the past 2 to 3 years. <br />
