MINUTES <br />CITY COUNCII, <br />NOVEMBER 10, 2004 <br />The foregoing resolution was duly seconded by Pahey. <br />Ayes (4) Montour, Fahey, Allan, Blesener. <br />Nays (0). Resolution declared adopted. <br />I-G94/RICE Mr. Mark Lindeberg, NiN'DOT Project Manager for the I-694LRice <br />STREET Street Project, appeared before the Council to explain the preliminary <br />BRIDGE concept stage that the project is at to date. He indicated that since the <br />PROJECT last presentation made to the Council, the flyover bridge from Twin Lake <br />Blvd. to Country Drive has been eliminated. Lindeberg submitted a new <br />concept drawing which he explained in details to the Council I{ey <br />elements include: <br />o Relocation of Vadnais Blvd. further north to line up with <br />County Road E; <br />o .Pour lanes of traffic on Rice Street from just south of South <br />Owasso Blvd. north to the relocated Vadnais Blvd.; <br />o Elimination of the two left turn movements on the Rice <br />Street bridge, directing traffic onto the freeway via a partial <br />clover leaf design. <br />Lindeberg reported that MN DOT has hired a consultant to do an <br />enviromnental assessment which will include traffic modeling as well as <br />noise analysis. The assessment should be completed by November of <br />2005. Lindeberg reported that MN DOT would like to get the project <br />designed so in the event that funding becomes available for high priority <br />projects, the project schedule can be moved forward. This project is <br />currently slated for construction to commence in 2008. Lindeberg also <br />reported that MN DOT will need to go through the municipal consent <br />process for this project. <br />Pahey asked about impacts to existing businesses. Lindeberg reported that <br />there may be come access impacts for Taco John's and Hardees due to the <br />widening of Country Drive and North Owasso Blvd. <br />The Public Works Director reported that he is a part of the Technical <br />Advisory Committee for this project. This committee is looking at all <br />intersections/bridges along 694 from 35E to 35W. The Director Pelt that <br />this project concept, as it is evolving, helps minimize traffic impacts to <br />Little Canada. <br />Blesener asked if the project concept had been presented to the City of <br />Vadnais Heights. Lindeberg replied that it has been presented to the staff <br />and will be presented to the council shortly. IIe also noted that the <br />relocation of Vadnais Blvd. may occur ahead of the rest of the project. <br />
