MINUTES CITY COUNCII, NOVEMBER 10, 2004 The foregoing resolution was duly seconded by Pahey. Ayes (4) Montour, Fahey, Allan, Blesener. Nays (0). Resolution declared adopted. I-G94/RICE Mr. Mark Lindeberg, NiN'DOT Project Manager for the I-694LRice STREET Street Project, appeared before the Council to explain the preliminary BRIDGE concept stage that the project is at to date. He indicated that since the PROJECT last presentation made to the Council, the flyover bridge from Twin Lake Blvd. to Country Drive has been eliminated. Lindeberg submitted a new concept drawing which he explained in details to the Council I{ey elements include: o Relocation of Vadnais Blvd. further north to line up with County Road E; o .Pour lanes of traffic on Rice Street from just south of South Owasso Blvd. north to the relocated Vadnais Blvd.; o Elimination of the two left turn movements on the Rice Street bridge, directing traffic onto the freeway via a partial clover leaf design. Lindeberg reported that MN DOT has hired a consultant to do an enviromnental assessment which will include traffic modeling as well as noise analysis. The assessment should be completed by November of 2005. Lindeberg reported that MN DOT would like to get the project designed so in the event that funding becomes available for high priority projects, the project schedule can be moved forward. This project is currently slated for construction to commence in 2008. Lindeberg also reported that MN DOT will need to go through the municipal consent process for this project. Pahey asked about impacts to existing businesses. Lindeberg reported that there may be come access impacts for Taco John's and Hardees due to the widening of Country Drive and North Owasso Blvd. The Public Works Director reported that he is a part of the Technical Advisory Committee for this project. This committee is looking at all intersections/bridges along 694 from 35E to 35W. The Director Pelt that this project concept, as it is evolving, helps minimize traffic impacts to Little Canada. Blesener asked if the project concept had been presented to the City of Vadnais Heights. Lindeberg replied that it has been presented to the staff and will be presented to the council shortly. IIe also noted that the relocation of Vadnais Blvd. may occur ahead of the rest of the project.
