Resolution declared adopted. <br />AMENDMENT Mayor Fahey opened the public hearing to consider an Amendment to a <br />TO CUP - Conditional Use Permit to allow outdoor storage and accessory structure <br />50 SOUTH. related to wood burning heat sow~ce at 50 South Owasso Blvd. as <br />OWASSO requested by Precision Tree. It was noted that the Planning Commission <br />BLVD. - reconunended approval of the CUP Amendment as relates to fencing <br />PRECISION of the outdoor storage area as well as along the Water Works property. <br />TREE 'fhe Commission recommended denial of the CUP Amendment as relates <br /> to allowing the wood burning heat source based on their finding that it is <br /> causing a nuisance for the adjacent area. <br />Blesener asked for a clarification of the proposed fencing locations. Chris <br />Cn oholski, Precision Tree, indicated that they are proposing fencing along <br />the Water Works property as well as the storage area. 'T'here is no fencing <br />proposed along South Owasso Blvd. <br />Fahey i'elt that Precision Tree was close to compliance with the code <br />enforcement issues related to their outdoor storage. Therefore, the open <br />issue was the wood burning heat source. The City Administrator clarified <br />that there are some code enforcement issues yet to be completed during <br />the next growing season. There is, however, a plan in place to address <br />those issues. <br />Fahey noted that the PCA visited the precision Tree site during a test of <br />the wood burning stove. The determination was that the stove was not <br />violating emission standards. The PCA also had staff present to determine <br />the level of odor emissions. Blesener noted that the PCA staff has not <br />done any testing for odor emissions for the past 15 years. Their focus is <br />on opacity of the smoke rather than odor. <br />Allan indicated that she visited the site the evening prior to when the PCA <br />was present Given the climatic conditions that evening, the smoke was <br />hanging in the air and the odor was terrible. Allan described the smell as <br />that of burning wood and sour mash. <br />Fahey noted that the stove was installed without a building permit. <br />Therefore, there was a heavier burden on the property owner Yo convince <br />
