MINUTT/S <br />CITY COUNCIL <br />DECEMBER I5, 2004 <br />provided an "E" rating noting that her rating is based on the input she gets <br />fi'om the Watershed and the County on the Administrator. Montour <br />provided an "E" rating. LaValle rated this area at "M" indicated that the <br />Administrator does enough to keep the City in the loop. LaValle fe]t this <br />area was not a high pria~ity. Blesener provide an "M" rating and agreed <br />this area was not high priority. I3e noted that the Administrator has been <br />active in leadership roles in a member of organizations. He commended <br />the Administrator for the major role he plays in making recommendations <br />to the Sheriff's contract, <br />The final area rated is "Professional/Persona] Development". Allan rated <br />the Administrator at "E" noting that she has never seen an individual who <br />can wear as many hats as well as he does. Montour provided an "M" <br />rating, noting that the Administrator leads by example and develops staff <br />to the point where they are able to seek other opportunities. LaValle <br />provided an "Iv" rating noting that the Administrator encourages staff to <br />develop themselves to their capabilities. Blesener provided an "E" rating <br />noting that throagh the Administrator's hiring standards and leadership, he <br />knows of no staff member that is unable or does not carry their own <br />weight. Blesener commended the Administrator's work ethic and noted <br />that he leads by example. Fahey gave au "M" rating but noted that time <br />demands are a natural constraint for the Administrator. He indicated that <br />this was not a high pria'ity goal versus others that produce tneasurable <br />impact. <br />It was the consensus of the Council that their overall rating of the <br />Administrator was "E", Exceeds Expectations. <br />Blesener asked if the Administrator had any comments relative to the <br />upward appraisal prepared by City staff, specifically with the rating on <br />"Problem Resolution". The Administrator indicated that he was unsure of <br />the basis for the rating results, whether it had to do with major or minor <br />items. He indicated that it may be the result of the perception that he takes <br />too much time in this area iu some instances, but noted that he has tried to <br />resolve some issues without complications.
