MINUTES <br />CITY COUNCIL <br />DECEMBER 15, 2004 <br />get the agenda to the Council on Friday, but indicated that there may be <br />occasions when it will be delivered on the weekend. <br />The next area reviewed was "Leig Range Planning". LaValle provided an <br />"M to E" rating and indicated that the Administrator works very well with <br />developers to make sure the City gets the most bang for the buck. <br />Blesener provided an "M" rating, noting that yearly goal setting sessions <br />are held to do short and tong range planning. ~Bleseuer pointed out that <br />goals are reviewed quarterly to maintain awareness. Fahey provided an <br />"M" rating, indicating that goal setting sessions have been productive. He <br />suggested amid-July review with a report on measw~ables. It was noted <br />that there have been some status updates on goals. The Administrator <br />suggested, however, that this a status update on goals be included as part <br />of the quarterly update workshops. Allan provided an "1;" rating stating <br />that the Administrator has met all the performance standards. Montour <br />provided an "E" rating indicating that sometimes long-range planning has <br />to take a back seat to addressing day-to-day issues. There was some <br />discussion of the City's need for increased long-range planning, and the <br />general caisensus was that there is an appropriate level of planning being <br />done. <br />The Council reviewed "Relationship with Public/Public Relations". <br />Blesener provided an ">/" rating and suggested as an area of improvement <br />that sometimes the Administrate- is a little too nice. There are times when <br />enough is enough and you have to say no. Blesener commended the <br />Administrator for his initiation of neighborhood meetings to inform <br />residents of pending projects. He indicated that residents are more at ease <br />in these settings and the meetings have made public hearings more <br />productive and less hostile. Fahey provided an "F" rating noting that the <br />Administrator is professional, a good listener and superior communicator. <br />These skills make him well-liked and respected by the public and <br />minimizes public complaints. Fahey commended the Administrator <br />noting that complaints/calls to the Council are rare and the City receives <br />little negative press compared to neighboring cities. Allan provided an <br />"E" indicating that the Administrator is a first-rate communicator with <br />excellent people skills. Montour rated this area at "E" pointing out that <br />the Administrator takes the initial b~wit of citizen complaints at <br />neighborhood meetings and there are minimal citizen phone calls to the <br />council. LaValle rated this area at "1;" indicated the positive comments he <br />has received about the Administrator. Both Montour and LaValle <br />commended the Administrator for the neighborhood meetings he <br />conducts. <br />The next area rated was "Intergovernment Relations". Fahey provided an <br />"M" rating but noted that this was not ahigh-priority issue. He noted that <br />the Administrator does what is necessary to get the job done. Allan <br />3 <br />
