Pechmann also noted the open issue relative to signage for the north building. Lennander noted that there will be a pylon sign for the north building. Helmeke asked about the circulation drives between the CVS and north building. The Planner noted that these would be shared lanes with cross- easements. Knudsen suggested that if the Commission moves this proposal on, that the City Engineer prepare a report to the Council on internal traffic circulation. Duray also requested that the applicant present the Council with information on the decibel level for the cardboard compactor. He fm•ther noted the City Engineer's recommendation for asix-foot concrete sidewalk along Rice Street. Lennander reported that they would install the sidewalk if they are required to do so. Duray suggested that a sidewalk also be improved along County Road C. Knudsen recommended approval of the Preliminary Plat, Amendment to PUD Permit, and Architectural Review relative to redevelopment of an existing strip mall (Rice At C Center) into a CVS Pharmacy as presented by Velmer Construction Services subject to compliance with the recommendations of the City Planner as outlined in his report dated July 3, 2008, with the Planner to clarify recommendation #3 with the applicant, subject to compliance with the recommendations of the City Engineer as outlined in his report dated June 26, 2008, subject to the City Engineer reviewing and commenting on the internal traffic circulation specifically the two-way traffic between Lots 1 and 2 relative to semi deliveries and pharmacy traffic and the narrowing of this space under the current development proposal, subject to the County Road C access point being moved further east separating this access fiom the animal clinic by 40 feet, subject to a 6-foot concrete sidewalk being installed the entire length of the property both along Rice Street and County Road C, subject to the yellow color proposed on the CVS building being changed to taupe, and subject to information on the decibel level for the cardboard compactor, with the possibility that the enclosure will have to be totally enclosed with a roof given the proximity to residential property and with the possibility that the doors will have to be closed when the compactor is being operated.
