MINUTES <br />PLANNING COMMISSION <br />JULY 10, 2008 <br />parking spaces, and 67 are proposed. The south site (CVS) is required to <br />have 59 parking spaces and 72 are proposed. <br />Knudsen asked about snow removal. Lennander replied that there will be <br />some operational changes necessary with the change in ownership. These <br />will be dealt with. He also noted that the existing fire hydrant will remain <br />on the east side of the site, and access will be maintained to that fire <br />hydrant. <br />Lundbland felt a concrete block wall would be preferable to a wood fence <br />on the east end of the property. However, fire hydrant access would have to <br />be maintained. <br />Knudsen asked if the CVS building could be moved further south to provide <br />additional separation between the two buildings. Lennander replied that if <br />the building had to be moved, CVS would likely not do the project given <br />the impact to parking. He noted that CVS has a preferred layout and the <br />one before the Commission is already somewhat different from that. <br />Lundbland suggested that CVS also buy out the animal hospital to give <br />them more property to work with. <br />Knudsen stated that he had concern about the separation between the two <br />buildings from a traffic circulation standpoint. The City Planner noted that <br />the City Engineer did not comment on site circulation. Knudsen also felt <br />that the County Road C access point needed to be moved fwrther east. <br />Knudsen stated that if the Commission has to act definitively on the <br />Preliminary Plat as proposed, he could not support it because of those two <br />issues. <br />The City Planner indicated that the Commission can move the proposal <br />forward to the Council with recommended conditions. The Planner <br />reviewed the City Planner's report dated June 26, 2008 and noted the <br />Engineer's recommendation that the County Road C access point be moved <br />as far east as possible. He also noted the Engineer's recommendation that a <br />6-foot concrete sidewalk be added along Rice Street for the length of the <br />property. <br />Duray asked how much space is needed so that semi-trucks can maneuver <br />within the site. It was noted that the City Engineer can be asked to review <br />site circulation. <br />Pechmann commented that he agreed with Knudsen's earlier comments that <br />the CV S Pharmacy does not add the diversity of development to the area <br />that would be preferred. He felt there were issues with internal traffic <br />circulation that needed to be addressed. He also pointed out the differences <br />-11- <br />
