MINUTES <br />PLANNING COMMISSION <br />JULY 10, 2008 <br />Knudsen asked how many portable toilets the property will hold. Dave <br />Holm replied that they own over 5,000. He noted that some are stored at 70 <br />Woodlyn Avenue. He also pointed out that storage is not just portable <br />toilets, but the trucks and hailers to haul these toilets as well. Karen Holm <br />pointed out the need to maintain traffic circulation lanes on the property. <br />Dave Holm reported that the Fire Marshal visited his site and is <br />recommending to 20-foot wide access lanes into the storage area. Holm <br />noted that the City Code requires only 10-foot lanes. Duray indicated that <br />the Fire Code takes precedent over the City Code. <br />Knudsen noted that it will be necessary to find a unique circumstance <br />related to this property to justify the granting of the Variance. Dave Holm <br />felt that condensing the outdoor storage into the property by requiring the <br />fence to be moved in was a safety hazard and it would decrease site <br />circulation. Holm pointed out the need to maintain turning radii on the site. <br />Pechmann noted that the Fire Marshal's recommendation for the 20 foot fire <br />lanes into the outdoor storage area reduces that storage area, therefore, <br />allowing the extra space to remain to the existing fence line would serve as <br />an offset. Knudsen agreed that safety and ease of circulation within the site <br />would justify the Variance being requested. <br />The Planner agreed, and noted that the fence met the Code that existed at <br />the time it was permitted, and the outdoor storage would have been <br />grandfathered in as it had not been in violation of any Code at the time it <br />was established. <br />Knudsen recommended approval of the Conditional Use Permit allowing <br />outdoor storage of portable toilets as well as a Variance to allow the south <br />fene line to remain in its present location and outdoor storage beyond the <br />fiā¢ont line of the building at 95 Woodlyn Avenue, On-Site Sanitation, based <br />on the findings as outlined in the City Planner `s report dated July 3, 2008 <br />and the recommendations of the Fire Marshal as outlined in his report dated <br />July 7, 2008. <br />Motion seconded by Helmeke. <br />Motion carried 6 - 0. <br />15- <br />
