NO. <br />2002-09 <br />THUNDER <br />BAY ROAD <br />Upon motion by Blesener, seconded by Montour, the public hearing was <br />closed. <br />Mr. Montour introduced the following resolution and moved its adoption: <br />RESOI, UTION NO. 2003-1-1 S -ORDERING IMPROVEMENT NO. <br />2001-19, STARK STREET, AS WELL AS PREPARATION OF PLANS, <br />AND OFFERING THE PROPERTY OWNERS A DED UCT OF $I. SO <br />PER FRONT FOOT IN ASSESSMENT COST IF RESTORATION <br />OCCURS VIA SEEDING RATHER THAN SODDING <br />The foregoing resolution was duly seconded by Anderson. <br />Ayes (4) Blesener, Anderson, Fahey, Montour. <br />Nays (0). Resolution declared adopted. <br />Mayor Fahey opened the public hearing to consider the improvement of <br />Thunder Bay Road (from County Road D to the south cul-de-sac) by <br />concrete curb and gutter repairs and road reconstruction. <br />The City Engineer noted that the Thunder Bay Road project was proposed <br />as a rehabilitation project at an estimated cost of $245,500. However, <br />within the last few days, the City has received the results of a geotechnical <br />report which shows that there is little to no base left under the street. As a <br />result, it would be necessary to do a total reconstruction of the street, <br />installing 2 feet of sand, fabric, 8 inches of Class V, and 2 to 3 inches of <br />bituminous. The estimated cost of the total reconstruction is $600,000. <br />The Engineer reported that at this point staff is recommending that the <br />rehabilitation project not proceed, and that the life of the existing street be <br />extended for another 4 to IO years. In order to extend that street life, the <br />City will do some patching and minor road maintenance. <br />The City Administrator reported that the City just received the results of <br />the soils information and was surprised to learn about the contaminated <br />road base. As a result of the report, it is the staff s position that the City <br />should try to get as much life out of this street as possible. <br />A property owner asked about the cost of a future assessment. The City <br />Administrator noted that the City caps the assessment rate for street <br />improvements. The current rate is $50 per front foot. That rate is adjusted <br />based on the cost of inflation. <br />A property owner asked about the condition of some of the curbing in <br />front of driveways.
