MINUTES <br />CITY COUNCIL <br />JANUARY 21, 2003 <br />Nays (0). Resolution declared adopted. <br />IMP. NO. Mayor Fahey opened the public hearing to consider the improvement of <br />2001-19 Stark Street from Demont Street to County Road C by road reconstruction, <br />STARK concrete curb and gutter, and drainage enhancements. <br />STREET <br />The City Engineer explained the improvement in detail noting that the <br />estimated cost of the improvement is $329,500. Of that amount <br />$103,156.80 is proposed to be assessed. <br />The Engineer noted that this improvement had been ordered <br />approximately one year ago. However, only one bid was received for the <br />improvement, and that bid exceeded the Engineer's estimate significantly. <br />Therefore, the project was delayed. It is hoped that rebidding the project <br />on an earlier timeframe will result in a more favorable bid result. <br />The City Engineer replied that an assessment hearing would likely be held <br />in the fall. Upon adoption, those assessments which ate certified to the <br />County would be collected beginning with the May, 2004 property tax <br />payments. The City Engineer also noted that the project would be <br />substantially complete by fall, but the final lift of bituminous would be <br />installed in spring of 2004. <br />The Engineer also pointed out that the property owners have the option for <br />seeding versus sodding of restored areas. The City Engineer noted that <br />under the seeding option, property owners would be responsible for <br />watering the seed. However, the end product is typically better. It was <br />also noted that there would be a $1.50 per foot deduct for seeding versus <br />sodding. <br />One property owner asked if the City was confident that it would get <br />multiple bidders this time around. The City Administrator felt that getting <br />the project out for bid earlier would result in more bidders. It was also <br />noted that given that MN DOT is cutting back on the number of projects <br />they are doing, there may be more competition in the market place. <br />Greg Saiko asked about the burying of utilities. The City Engineer noted <br />that Xcel Energy estimated the cost of burying utilities at $3,000 per lot. <br />If the property owners are interested in this option, they could contact <br />Xcel Energy directly. <br />There was no one else present wishing to comment on this matter. <br />
